Abstract:
The "Jewish question" was regarded by Plehve as one of Russia's most vital problems. He was an antisemite and supported repressive measures against the Jews. After the Kishinev pogrom of 1903, Plehve looked for a more comprehensive solution for the "Jewish problem"; he also wished to whitewash his sullied reputation as a supposed instigator of the pogrom. In 1902-04, as Minister of the Interior, he tried to alleviate the May Laws of 1882 regarding residence of Jews in and outside the Pale. His stance toward the Zionist movement in Russia was negative, but improved after his meeting with Herzl in 1903 and his correspondence with him in 1904. The Russo-Japanese war, which began in 1904, and Plehve's death in the same year, brought all his initiatives to naught.
