    Abstract: States that the fascist regime refused to hand over Jews in territories occupied by the Italian army for pragmatic, not humanistic, reasons during the Shoah. Analyzes the Italian policy toward the Jews in France between 1942-43 in the context of the situation in the Italian-occupied Balkans. Considers the specific nature and goals of Italian fascism, ambiguous German-Italian relations, and political calculations in Rome, especially after the defeat at Stalingrad and in North Africa. Argues that Italy accorded diplomatic protection to its citizens abroad, including the Jews, but never stepped in to protect Jews of foreign origin. The Italian occupation authorities did not want to jeopardize order, security, and their own prestige by going after the Jews. Rivalry with Germany about "Lebensraum" around the Mediterranean, and German interference in all matters related to the conquered territories, lie behind the fact that a few thousand Jews were spared. However, many were turned back, expelled, and even handed directly over to the Germans.
