    Abstract: A paper delivered at a conference in Sydney, 1987, based on a previous paper by Kwiet published in "Die Juden in Deutschland, 1933-1945", ed. W. Benz (1988). Contesting Broszat's "improvization thesis" concerning the Final Solution, discusses the early Nazi program of isolation and expulsion of Jewish inhabitants in Germany and Austria as a first stage of their deportation and annihilation. The Aryanization of Jewish property began at the end of 1937 and was enforced after the "Kristallnacht" pogrom, supported by a broad public consensus. The seizure of Jewish homes was motivated by racist ideology and material interests. Concludes that there is a clear link between the housing shortage and the final expulsion - from ghettoization to deportation and finally to mass murder.
