    Abstract: Analyzes the place of the "Kristallnacht" pogrom in Nazi anti-Jewish policy. Orders for the pogrom were given to party cells and SA units following a hint by Goebbels, but they were carried out according to the understanding of each local leader; the central authorities lost control. Thus, the pogrom was not spontaneous but neither was it organized. Most of the populace stood passively by. Terror was not an end in itself but a means of dispossessing the Jews and hastening emigration. The attitudes of Germans for or against Nazi antisemitic policy were reinforced by "Kristallnacht, " but this was not one of their foremost concerns. Holds that the pogrom belongs to a phase of Nazi policy the goal of which was emigration; it did not point directly to the final phase of extermination.
