Kurzfassung: This book shares first-hand insights into the implementation of the Oslo Accords between Israel and the Palestinians, written by a high-ranking Israeli military intelligence officer and former foreign policy advisor to Israel’s fifth prime minister, Yitzhak Rabin. It offers a diary of the political events surrounding the Israeli prime minister in 1993–1994, focusing on a key turning point in the Israeli-Arab conflict – those crucial days when Rabin had to choose between promoting a peace process with the Palestinians or trying to strike a deal with the Syrians and waiting for the Jordanians to join. The book sheds new light on Rabin’s attitudes towards the Palestinians, on his meetings with Yasser Arafat, and on what went on behind the scenes of the official diplomatic negotiations. Readers will learn about the power struggles and ego-driven rivalries between Israeli politicians and high-ranking generals, about the relationship between politicians and the media, and about problems such as the leaking of sensitive information to the press. This book will be of interest not only to scholars, but also and more importantly to policymakers around the world, and to anyone interested in the Israeli-Palestinian conflict and finding a two-state solution in the region. “A vital and extremely well-written book, not only for the academia, but above all for the decision makers across the globe, West and East, North and South, in fact anyone who talks about a two-state solution in the region". Arno Tausch, Professor of Political Science, Innsbruck University, Austria.

Kurzfassung: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

Kurzfassung: Chapter 1. Overview - The use of targeted killing within Israel’s counter-terrorism policy over the years, its goals, characteristics and evolution in Israel -- Chapter 2. Potential Cost of Targeted Killing as a Counter-terrorism Strategy - Does Targeted Killing Trigger a Retaliatory "Boomerang Attack" -- Chapter 3.The death penalty – can a government act as a judge and an executioner? -- Chapter 4. The intelligence component of targeted killing – how does one prevent lethal mistakes? -- Chapter 5. The distinction principle of targeted killing – does a targeted killing of a terrorist means a deliberate hit on a combatant or a civilian? -- Chapter 6. The proportionality principle of targeted killing – Is a targeted killing really targeted? -- Chapter 7. The identity of the target – is there a justification to hit the political level of a terrorist organization or just its operational level? -- Chapter 8. Summary, Conclusions and Recommendations.
Kurzfassung: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings. Kurzfassung: This timely and important work takes a critical look at the shifting roles of police, who are becoming increasingly tasked with handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study of the Israel National Police, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.”   Through a four-year, multi-method study , the authors of this work have examined the effects of this shifting role on a number of key areas of policing, including police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources. This work will be of interest for researchers in criminology and criminal justice, particularly with a focus on police studies and counter-terrorism; police administrators; and researchers in related disciplines, such as sociology and public administration
