Abstract:
Official policy toward the Jewish and Jewish-owned press was especially harsh in Belorussia between 1895-1904. The authorities in Vilna steadily refused permission to publish Jewish newspapers, in Yiddish, Hebrew, or Russian, but sometimes made exceptions for editions which only contained advertising. They even prohibited the publication of non-Jewish papers if they suspected that they would be supported by Jews. The decisions of the authorities were motivated not only by their desire to Russify the region, but also by antisemitism and, to some extent, by a fear of Jewish political radicalism.
