    Kurzfassung: Samuel del Campo was in charge of the Chilean Consulate in Bucharest in 1941-43. Since Chile also represented the Polish government-in-exile, he issued Polish passports to Polish citizens, among them many Jews resident in Romania or who had fled there since 1939. He also gave Chilean passports to hundreds of other Jews to save them from expulsion to Transnistria. Campo never told his government about these actions because he knew his superiors would not agree to his activities in favor of the Jews. When his actions were revealed to his superiors in Chile by the Swiss, who denied him a visa when he was to have been appointed as Consul General in Zürich, he was dismissed from holding any further diplomatic positions.

    Kurzfassung: Dr. Manuel Antonio Muñoz Borrero was the consul of Ecuador in Stockholm. In 1941, he issued Ecuadorian passports to 80 persons, mostly Jews, who were stranded in Istanbul, through the Chilean embassy. His action was not approved by Ecuador's government, and he was removed from his post. Nevertheless, he remained in possession of official documents and seals, and from 1943 onward, he issued, through Jewish leaders in Stockholm, passports for Jews under Nazi occupation in Poland, France, and Holland. The passports saved many Jews from deportation or forced labor. Some who ended up in camps were liberated in prisoner exchanges; others benefited only temporarily, because the U.S. and Britain restricted, in 1944, their policy of prisoner exchanges and this influenced the attitude of Latin-American countries regarding Jewish refugees. The Ecuadorian government did recognize these passports, due to humanitarian considerations. After the war, Muñoz Borrero was never reintegrated into the diplomatic corps of Ecuador. In 2011, Muñoz Borrero was posthumously recognized by Yad Vashem as “Righteous among the Nations”.

    Kurzfassung: Manuel Antonio Muñoz Borrero (1891-1976) was the consul general of Ecuador in Stockholm from 1931. In 1935 he became an honorary consul; he did not receive a salary but was granted a percentage of commercial operations between the two countries. In 1941 he issued hundreds of blank passports to help Polish refugees. As a result of that action he was removed from his post in 1942. However, he kept documents and seals belonging to the consulate. In 1943 he facilitated the distribution of hundreds of passports to Jewish organizations, through different channels, in order to help persecuted Jews in Poland and in the Netherlands. The passports were helpful in three ways: to avoid deportation, to avoid confinement in ghettos, and to grant the Jews a possibility of being exchanged for German prisoners. It is known that in January 1945, 100 Jews carrying Ecuadorian passports who were confined in Bergen-Belsen were exchanged for German prisoners. The Ecuadorian government claimed that Muñoz Borrero issued the passports for money; survivors and functionaries of Jewish institutions, such as the Vaad Hahatzala in Stockholm, among others, denied that claim. In 2011, Muñoz Borrero was posthumously recognized by Yad Vashem as “Righteous among the Nations”.
