Abstract:
Discusses a memorandum that Manu recently discovered, prepared in 1926 by Nicolae Paulescu, Professor of Physiology at the School of Medicine in Bucharest. The document was a response to a circular letter in which the Minister of Health, Dr. I. Lupas, requested advice regarding the prevention of sexually transmitted disorders. Paulescu identified the Jewish population of Romania as being responsible for the rapid spread of sexually transmitted diseases through intentional contamination, prostitution, and bribery. Examines the biases and limitations of the methods and data used by Paulescu to reach his conclusions.
