    Abstract: Zu Beginn des 20. Jahrhunderts bezeichnete der Soziologe Werner Sombart die Juden als Motoren des Fortschritts. Ihr herausragender Anteil an der Modernisierung der Gesellschaft, der die Wirtschaft und den Handel ebenso betraf wie die geistigen und intellektuellen Leistungen in Forschung, Presse oder Kunst, war offenkundig und begünstigte antisemitische Stereotypen. Gegenüber den geistigen und intellektuellen Tätigkeitsfeldern waren Juden in traditionellen Berufsfeldern wie Handwerk, Gärtnerei oder Landwirtschaft nur marginal repräsentiert – am ehesten gingen die Begriffe »Jude« und »Landwirtschaft« noch in der Figur des Viehhändlers zusammen. Dennoch gab es jenseits des Landjudentums, das aufgrund von Emanzipation und Stadtflucht ständig an Bedeutung verlor, Juden, die sich für eine landwirtschaftliche Existenzweise entschieden. Was ihre Motive waren, wie sie die Bedrohung des Nationalsozialismus erlebten und welches ihre Schicksale waren, zeigt der vorliegende Band belegt an einem knappen Dutzend höchst unterschiedlicher Beispiele im Bereich des nördlichen Bodensees auf. Die meisten Porträtierten kamen aus großen Städten an den Bodensee. Ihrer müde oder überdrüssig, waren sie auf der Suche nach einer anderen Lebensweise oder sie wurden durch die politische Entwicklung der frühen 30er Jahre aus ihrer Lebensbahn geworfen und erwarteten sich von der Abgeschiedenheit dieser Landschaft den relativen Schutz grenznaher Regionen. In neun Kapiteln stellen die Autoren jüdische Landwirte und Hofbesitzer am Bodensee vor.

    Abstract: Volume One of The Temple Complex at Horvat Omrit presents a detailed examination of the surviving architecture of the three Roman period temple phases at the newly excavated sanctuary at the archaeological site of Omrit in northern Israel. All three temples were built according to the Corinthian order and the author describes and illustrates the state of the remains, proposes reconstructions of each phase, and places each temple in the broader historical context

    Abstract: In Traditional Society in Transition: The Yemeni Jewish Experience Bat-Zion Eraqi Klorman offers an account of the unique circumstances of Yemeni Jewish existence in the wake of major changes since the second half of the nineteenth century. It follows this community's transition from a traditional patriarchal society to a group adjusting to the challenges of a modern society. Unlike the perception of the Yemeni Jews as receptive to modernity only following immigration to Palestine and Israel, Eraqi Klorman convincingly shows that some modern ideas played a role in their lives while in Yemen. Once in Palestine, they appear here as adjusting to the new conditions by striving to participate in the Zionist enterprise, consenting to secular education, transforming family practices and the status of women. “The book is an important contribution to the study of Yemeni Jews in Yemen and abroad as well as for Jewish-Muslim relations, relations between Yemeni Jews and other Jews, and gender studies...Many of these issues have not been previously studied, and the use of private archives and interviews greatly increases the value of this study.\' -Rachel Simon, Princeton University.     Abstract: This timely and important work takes a critical look at the shifting roles of police, who are becoming increasingly tasked with handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study of the Israel National Police, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study , the authors of this work have examined the effects of this shifting role on a number of key areas of policing, including police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources.     Abstract: This monograph is the product of Stern's two decades of excavation at Tel Dor on the Carmel Coast, a city that Egyptian sources indicate was ruled in the eleventh century BCE by a Sikil king. Near the end of the period during which he directed excavations there, Stern began to notice the unique material culture of the Northern Sea Peoples and connected this material with discoveries in adjacent regions and in the north of Israel. A related survey of the ‘Akko Valley conducted by Avner Raban resulted in a further accumulation of data that supported the conclusion that the Sea Peoples that Egyptian sources indicated had settled in this region had in fact left behind evidence of their presence. This realization preceded the appearance of additional information—both material culture and inscriptions—that reflected the presence of Northern Sea Peoples throughout portions of northern Syria and southern Anatolia. Two main principles guide Stern's study. (1) Historical sources provide the best evidence for contemporary events—in this case, specifically, the evidence concerns the Sikils and Sherden, as well as biblical sources that refer to Northern Sea Peoples as "Philistines" and that recount their wars with Israel in the north of the land, in the Jezreel Valley, and in Gilboa. (2) Ethnic archaeology is a genuine concept: every people that settles in any area naturally leaves marks of its own culture. The conclusion that is traced here, then, is that the culture of the Northern Sea Peoples, though difficult to identify, nonetheless did leave clear evidence that becomes apparent when the relevant strata at sites along the coast from the Yarkon and farther north and in the 'Akko and Jezreel Valleys are examined. In this volume Stern presents the most complete picture that can be drawn from the evidence uncovered in the past few decades. Lavish illustrations accompany the discussion

    Abstract: Why is education in the open society not open? Why is this option not even considered in the debate over which education is most suited for the open society? Many consider such an option irresponsible. What, then, are the minimal responsibilities of education? The present volume raises these questions and many more. It is a book we have been waiting for. It offers a rare combination of two seemingly opposite, unyielding attitudes: critical and friendly. Dr. Yehezkely applies a rigorous fallibilist-critical approach to issues regarding contemporary education. His diagnosis is that the source of our trouble is the closed undemocratic character of education, which causes education to become, in effect, a fifth column in the open democratic society. Following Popper, he concedes that democracy is every bit as flawed and as problematic as its enemies accuse it of being, particularly in education; still it is our only hope, since open responsible debate of vital problems cannot do without it. Democracy is risky: yet its absence guarantees failure, especially in closed undemocratic education, even when inspired by the most progressive ideas extant, charged with tremendous good will, and executed with selfless love and devotion. Sie warteten auf eine Möglichkeit zur Auswanderung nach Palästina oder Übersee. Neben den großen DP-Camps in Leipheim, Neu-Ulm und Lechfeld bestanden sogenannte Communities in mehr als einem Dutzend Städte und Gemeinden. Hier entwickelte sich die fast vollständig vernichtete jüdische Kultur Osteuropas zu einer neuen Blüte. Die Überlebenden der Shoa gründeten religiöse Hochschulen, gaben eine jiddischsprachige Zeitung heraus und gründeten eigene Fußballvereine. Dieses Kapitel der bayerisch-schwäbischen Geschichte ist nahezu unbekannt. Aufgrund intensiver Forschung in US-amerikanischen, israelischen und deutschen Archiven gelang es den Autoren, das Leben der jüdischen DPs in den Wartesälen nachzuzeichnen.

    Abstract: La naissance du sionisme dans l’Europe de la fin du 19e siècle peut être ramenée à la croissance de l’antisémitisme. Notamment des évènements comme l’affaire Dreyfus ont contribué à créer une organisation pour mettre en oeuvre la fondation d’un État juif en Palestine. Or, les réflexions politiques et juridiques entreprises par Theodor Herzl renouent à la fois avec les concepts fondateurs de la Troisième République et avec les idées du socialisme utopique. Le projet sioniste, qui avait bien connu des prédécesseurs à l’aube des temps modernes, a déclenché un débat parmi les intellectuels juifs et non juifs en Europe, un débat qui est encore loin d’être clos. Les textes réunis dans le présent recueil traitent – tout en mettant l’accent sur le 19e et 20e siècles – ce rêve d’un retour en Terre promise se faisant réalité. Le 60e anniversaire de la fondation de l’Etat d’Israël en 2008 ainsi que le centenaire de la ville de Tel Aviv célébré en 2009 devraient donner lieu à une réévaluation des rapports de la littérature francophone avec Israël.

    Abstract: Auf der Suche nach dem Jerusalem Litauens - Begegnungen in New York, Tel Aviv und Vilnius. In der allgemeinen Wahrnehmung endet die Geschichte der osteuropäischen Juden mit dem Holocaust. Die vorliegende Studie stellt hingegen ihre facettenreiche Nachkriegsgeschichte in den Mittelpunkt. Sie folgt den Vilner Überlebenden auf dem Weg aus dem sowjetischen Vilnius über die Transit-Stationen in Polen und den DP-Lagern bis in die Aufnahmeländer - und kehrt schließlich zurück in die litauische Hauptstadt, wo erst 1991 wieder eine jüdische Gemeinde gegründet wurde.     Abstract: Der Weltpolitiker Shimon Peres gehört zu den außergewöhnlichsten und kontroversesten Figuren des Zeitgeschehens: Der »ewige Politiker« prägte das zionistische Projekt sowie die israelische Politik und Geschichte seit den 1950er Jahren bis heute wie kein anderer. Ebenso souverän wie scharfsinnig schildert und deutet die Autorin ein scheinbar widersprüchliches Leben: Der Friedensnobelpreisträger ist zugleich Vater der israelischen Atomstreitmacht; der Zivilpolitiker prägte das militarisierte Israel; der »Mann des Friedens« steht für Israels Tragik der Friedensunfähigkeit. Peres’ politischer Werdegang erzählt die Geschichte der Durchsetzung des Zionismus und gleichzeitig seines Scheiterns; er verkörpert das politische Ringen um Sicherheit und Legitimität, verrät aber ein Israel, das eine politische Lösung mit den Palästinensern längst aufgegeben hat.     Abstract: Israel’s agriculture is unique amongst developed countries in that land and water resources are nearly all state-owned and that agricultural production is dominated by co-operative communities. Israel is a world leader in agricultural technology, particularly in farming in arid conditions. This Review measures support provided to Israeli agriculture and evaluates the effectiveness of current agricultural policy measures. Israel has made progress in removing policies that distort trade, and resource allocation and support to agriculture is lower than the OECD average. However, the government still plays an important role. The report suggests further agricultural policy reforms to reduce costs for consumers and taxpayers and to improve the efficiency of current policy measures. A special focus of the report is the environmental performance of Israeli agriculture. This is already an issue with scarce land and water resources, accentuated by the overarching issue of climate change. The Review examines agriculture’s performance with respect to water resources and pollution, soils, biodiversity, air emissions and climate change. It concludes that strengthening policy coherence, especially in improving the management of water resources in agriculture, is important.

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: Wasser ist rar im Nahen Osten. Die knappe Ressource wird immer häufiger zum Gegenstand politischer Konflikte in der ohnehin instabilen Region. Der Konflikt zwischen Israel und Palästina gilt als eines der gravierendsten Beispiele für diese Entwicklung: Wasser als umkämpftes Menschenrecht, Wasser als strategisches Mittel der Besetzungspolitik und Wasser als Gegenstand langwieriger Verhandlungen. Der Wasserkonflikt ist so alt wie der Nahostkonflikt selbst. Sogar mit Beginn des Oslo-Prozesses 1993 hat es weder einen grundlegenden Wandel im Wasserkonflikt, noch in der Aussicht auf Veränderung der Wasserknappheit gegeben. Immerhin können die Palästinenser in der momentanen Situation ihre eigene Wasserversorgung dort selbst verwalten, wo es ihnen laut der Übereinkünfte erlaubt ist. Jedoch ist diese Freiheit eine sehr begrenzte und eine endgültige Klärung dieses Streitpunktes wurde, zusammen mit Jerusalem, den Flüchtlingen, den Siedlungen und der Staatsbildung auf die Endstatusverhandlungen verschoben. Chadi Bahouth, Absolvent des Otto-Suhr-Instituts der Freien Universität Berlin, untersucht in seiner Doktorarbeit die Gründe für die ungelöste Wasserfrage. Er analysiert die historische und rechtliche Chronologie des Konfliktes, bietet Lösungsvorschläge für die Wasserkrise an und erklärt, warum die Region dennoch für Generationen nicht zur Ruhe kommen wird.

    Abstract: Scholars of the rich history of the Jews in the Dutch Republic have tended to concentrate on the remarkable story of Amsterdam. In fact, numerous communities existed in other parts of the country, of which records survive from some, occasionally extending back to the late eighteenth century. This study examines the records of four provincial Ashkenazi communities in eighteenth-century Netherlands: The Hague, Middelburg, Leeuwarden, and Oisterwijk. These internal sources, compiled by the officials of the Jewish communities concerned, known as pinkassei kahal, have often been neglected by historians. The present study reveals how pinkassim can shed light on the administrative structures and history of Jewish communities, in addition to examining the phenomenon in general, and showing them to be the central and most authoritative documents of Jewish communities in early modern Europe

    Abstract: In this book Devorah Kalekin-Fisman and Karlheinz Schneider analyze how the relationship between the traditional and the modern is unfolding in a particular milieu by centering on the Haredi women in Israel who become part of the national (rather than the community) work force. The book is based on analyses of interviews with people in the Haredi world. The authors’ goal is to attain an understanding of what women’s work means to the women, to their families, and to the Haredi community as a whole, by placing women’s self-presentations in the context of sociological literatures relating to the sociology of religion and the sociology of gender. The focal issue is the question of how traditionalism fares when the legitimator / monitor of tradition in the home encounters the constraints of modernity through her studies and her work
