    Abstract: Much of the most recent research on Jewish scepticism was inspired by the work of the early modern Venetian rabbi Simone Luzzatto, the first thinker in the history of Jewish thought to declare himself a sceptic and a follower of the New Academy. This collected volume shines new light on the intimate relationship between Luzzatto’s sceptical thinking and an era marked by paradoxes and contrasts between religious devotion and scientific rationalism, as well as between the rabbinic-biblical Jewish tradition and the open tendency towards engagement with non-Jewish philosophical, literary, scientific, and theological cultures. It plots out an original path along which to understand Luzzatto’s scepticism by pointing to the various facets of being a Jewish sceptic in seventeenth-century Italy.

    Abstract: This collection of articles is tightly focused on metaphors in the prophetic literature of the Hebrew Bible and their later afterlife in Jewish and Christian texts. The essays deal with a wide range of historical, literary, and methodological issues. First, several contributions employ metaphor theory in analysing the biblical texts, both conceptual frameworks such as blending theory and more traditional methods. Second, metaphors are studied both synchronically, that is, in relation to their current literary contexts, and diachronically, that is, mapping how they have been employed and re-interpreted in different ways and different texts throughout time. Third, other contributions read metaphors in light of theoretical frameworks such as feminist criticism, post-colonial theories, or power discourses that uncover aspects of significance often missed in historical studies. Finally, yet other contributions deal with the issue of how to translate metaphors in contemporary contexts

    Abstract: This book presents an empirically based examination of language patterns found among the Israeli Druze community, which is profiled against that of the Arabs in Israel.     Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Theology is the science of the incomprehensible. Understood as an independent university discipline, it offers multifaceted perspectives that require not only an interdisciplinary but also an epistemological balancing act. Scientific theology in this sense is always exchange, reflection, encounter, and positioning as well as a form of transcendence. In thirteen contributions, the international authors shed light on the phenomenon of theology as an independent scientific discipline from different disciplinary, but also epistemological and religious points of view, which always oscillates between tradition, its own reflexivity and its relation to the world. The common characteristic feature is the border crossing along the intangible. The volume was produced in the context of the DFG-funded Research Training Group 1728 Theology as Science at the Goethe University Frankfurt am Main
    Abstract: Theologie ist die Wissenschaft vom Unbegreifbaren. Als eigenständige universitäre Disziplin verstanden bietet sie facettenreiche Perspektiven, die nicht nur einen interdisziplinären, sondern zugleich epistemologischen Balanceakt erfordern. Wissenschaftliche Theologie in diesem Sinne ist immer Austausch, Reflexion, Begegnung und Positionierung sowie eine Form von Transzendenz.     Abstract: Jewish music has become the subject of a respectable literature in different academic disciplines and a touchstone of public and intellectual discourse in such diverse fields as the performing arts and religious studies, the visual arts and philology, cultural studies, and librarianship, and spanning topics that extend to almost all continents. As a forward-looking and multidisciplinary endeavor, The Oxford Handbook of Jewish Music Studies maps this emerging field within the framework of spatiality, temporality, and collectivity as analytical and conceptual categories. It does so by embracing all hemispheres, and interrogating Jewish music’s meaning of various places and spaces across the temporal frame of antiquity through the early twenty-first century. The introductory chapter provides a theoretical foundation that paves the way for the rich selection of case studies brought together in the subsequent sections. These case studies document the different facets of Jewish music and theorize its multivalent correlation with spaces and collectives around the world. The thirty diverse chapters, conceived by an international team of thirty-one outstanding scholars, are divided into eight thematically organized sections, the first of which addresses Jewish music in various lands and territories (some without defined borders in time and space), followed by sections that focus on cities, as well selected spaces therein—ghetto, concert hall, archive, and sacred and ritual spaces. These sections, which largely look at actual and concrete spaces (roughly presented in the order of scale), are followed by the phenomenological spaces of destruction and remembrance, and shekhinah, that is, divine presence.

    Abstract: Collaborative engagement between activist academics from Israel and Northern Ireland highlighted the challenges and potential of working through education to promote shared learning and shared life in divided societies. Following these initial explorations, the volume brought together educationalists from Europe, the United States and South Africa to widen the range of experience and insights, and broaden the base of the conversation. The result is this book on the role of shared education, not only in deeply divided societies, but also in places where minorities face discrimination, where migrants face prejudice and barriers, or where society fails to deal positively with cultural diversity. Together, the contributors challenged themselves to develop theoretical and practical paradigms, based on practical knowledge and experience, to promote activist pedagogies. Their shared purpose was to work for more humane, just and democratic societies, in which education offers genuine hope for sustained transformational change. The four main themes around which the book is organized are: educating for democratic-multicultural citizenship, models of shared learning, nurturing intercultural competencies, and reconciling dialogue in the face of conflicting narratives.     Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings. It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: A History of Anti-Semitism examines the history, culture and literature of antisemitism from antiquity to the present. With contributions from an international team of scholars, whose essays were specially commissioned for this volume, it covers the long history of antisemitism starting with ancient Greece and Egypt, through the anti-Judaism of early Christianity, and the medieval era in both the Christian and Muslim worlds when Jews were defined as 'outsiders,' especially in Christian Europe. This portrayal often led to violence, notably pogroms that often accompanied Crusades, as well as to libels against Jews. The volume also explores the roles of Luther and the Reformation, the Enlightenment, the debate over Jewish emancipation, Marxism, and the social disruptions after World War 1 that led to the rise of Nazism and genocide. Finally, it considers current issues, including the dissemination of hate on social media and the internet and questions of definition and method.

    Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible. Employing critical theory on social power and identity, and through close literary and historical analysis, Dr. Stahl shows how the epithet "god of Israel" evolved to serve different social and political agendas throughout the course of ancient Israel and Judah's histories.     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: In Sirach and Its Contexts an international cohort of experts on the book of Sirach locate this second-century BCE Jewish wisdom text in its various contexts: literary, historical, philosophical, textual, cultural, and political. First compiled by a Jewish sage around 185 BCE, this instruction enjoyed a vibrant ongoing reception history through the middle ages up to the present, resulting in a multiform textual tradition as it has been written, rewritten, transmitted, and studied.     Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

    Abstract: "In Unveiling the Hidden-Anticipating the Future: Divinatory Practices Among Jews Between Qumran and the Modern Period, Josefina Rodríguez-Arribas and Dorian Gieseler Greenbaum collect ten studies based on primary sources ranging from Qumran to the modern period and covering Europe and the Mediterranean basin. The studies show Jews practising divination (astrology, bibliomancy, physiognomy, dream requests, astral magic, etc.) and implementing the study and practice of the prognostic arts in ways that allowed Jews to make them "Jewish," by avoiding any conflict with Jewish law or halakhah. These studies focus on the Jewish components of this divination, providing specific firsthand details about the practices and their practitioners within their cultural and intellectual contexts-as well as their fears, wishes, and anxieties-using ancient scrolls and medieval manuscripts in Hebrew, Aramaic, and Judaeo-Arabic.     Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.
