Abstract:
Rumors which were spread in regard to a new law for recruiting Jews into the Russian Army, alleged to be in preparation in St. Petersburg, and a Jewish call for fasting and prayer throughout the Pale of Settlement were perceived by Russian authorities as signs of approaching anti-government disturbances amongst the Jews. Extant material from investigations conducted at the time show how authorities constructed a theory of a "Jewish conspiracy" from these circumstances. The permanent Jewish deputation in St. Petersburg was perceived as the brain center of this conspiracy.
