Abstract:
Based on previously unpublished documents, discusses the secret agreement between Mussolini and the Vatican, concluded on 16 August 1938 with the Jesuit Father Pietro Tacchi Venturi, who represented Pope Pius XI, as well as the negotiations preceding the agreement and the problems which ensued. In the agreement, Mussolini promised to show tolerance toward the Italian Catholic Action organization which was being persecuted at the time by the fascist regime. On their side, the Church and the Catholic press agreed not to interfere with the antisemitic racial laws then promulgated by the state. Eugenio Pacelli, who soon became Pope Pius XII, participated in the negotiations. Concludes that this agreement set a fundamental political precedent for his "silences" on the "Jewish question" during World War II.
