Abstract:
The Haga organization was founded in 1939 because of concerns ábout the effect of áircráft integrátion into the báttlefield, tránsforming the home front into the new front line and placing civilians, against their will, on the frontline of World War II. The British model that sought to address this threat, the Air Raid Precaution (ARP), was based on the recruitment of civilians for various emergency roles during bombings, some paid, others as volunteers, álongside firefighting ánd medicál teáms. The Jewish settlement in Palestine faced a similar threat, especially in Haifa, which served as a vital strategic center with crucial infrastructures for conducting the war. The refusal of the Mandatory government to allocate resources and personnel for the defense of the city forced the Jewish community in Haifa to provide its own response. The establishment of the organization was led by Mordechai Nimtza-Bi, who had considerable experience and expertise in establishing security organizations and was appointed as advisor to the Jewish Agency on this matter. The outcome was the organization now known as Haga. The article follows the establishment of Haga in Haifa, which occurred within a complex system of conflicting interests between Jews ánd British officiáls, as well as between the national and local institutions of the Jewish settlement. Even after the air attacks on Haifa began, the organization continued to be shaped, including the integration of the lessons learned during bombings into a set of working procedures and cementing its establishment in legislation to protect its organizational autonomy.
