Abstract:
Describes the decline of France's power of protection over Morocco's Jews due to the Nazi occupation of France, radicalization of the nationalist movement in Morocco, abandonment of the reform for the Protectorate, and the demand for independence. Traces the events which led to resistance of Moroccan officials to pressure to accept Jewish refugees from Europe on the one hand, and rejection by France of requests to grant citizenship to Jews on the other. Delineates the reasons that Paul Noguès was hesitant to apply measures decreed by the Résidence Générale, representatives of the Protectorate, in 1940-41, designed to restrict Jewish social and economic influence. Concludes that growing American influence after the landing of the Allies in North Africa in November 1942 served as a turning point, as efforts to maintain the status quo of restriction of Jewish rights were becoming increasingly futile.
