Abstract:
Reconsiders the "ideological" interpretation of official Russian policy toward the Jews, represented by two rival politicians: Vyacheslav von Plehve, traditionally considered a reactionary and an antisemite, and Sergei Witte, supposed to have been more liberal toward the Jews. Argues that this interpretation is inadequate. Proposes a socioeconomic explanation of their opposing, sometimes contradictory, Jewish policies. Considers that their rivalry over Jewish policy was not a contest between Slavophile reaction and Western progress, and not a reflection of "antisemitism" or pro-Jewish sympathies, but a struggle between the mercantilist (Witte) and the organic (Plehve) schools of economic thought over the nature and pace of Russia's industrialization. Both perceived the Jews not only as a religious group, but as a non-monolithic economic entity, with differentiated influence on the Russian society and economy.
