    Abstract: "In his three-volume history, Antony Polonsky provides a comprehensive survey—socio-political, economic, and religious—of the Jewish communities of eastern Europe from 1350 to the present. Until the Second World War, this was the heartland of the Jewish world: nearly three and a half million Jews lived in Poland alone, while nearly three million more lived in the Soviet Union. Although the majority of the Jews of Europe and the United States, and many of the Jews of Israel, originate from these lands, their history there is not well known. Rather, it is the subject of mythologizing and stereotypes that fail both to bring out the specific features of the Jewish civilization which emerged there and to illustrate what was lost. Jewish life, though often poor materially, was marked by a high degree of spiritual and ideological intensity and creativity. Antony Polonsky recreates this lost world—brutally cut down by the Holocaust and less brutally but still seriously damaged by the Soviet attempt to destroy Jewish culture.     Abstract: This volume focuses on the major issues and debates in the study of Jews and Judaism in late antiquity (3rd to 7th c. C.E.), providing cutting-edge surveys of the state of scholarship, main topics and research questions, methodological approaches, and avenues for future research. Based on both Jewish and non-Jewish, literary and material sources, this volume takes an interdisciplinary approach involving historians of ancient Judaism, scholars of rabbinic literature, archaeologists, epigraphers, art historians, and Byzantinists. Developments within Jewish society and culture are viewed within the respective regional, political, cultural, and socio-economic contexts in which they took place. Special focus is given to the impact of the Christianization of the Roman Empire on Jews, from administrative, legal, social, and cultural points of view. The contributors examine how the confrontation with Christianity changed Jewish practices, perceptions and organizational structures, such as, for example, the emergence of local Jewish communities around synagogues as central religious spaces. Special chapters are devoted to the eastern and western Jewish Diaspora in Late Antiquity, especially Sasanian Persia but also Roman Italy, Egypt, Syria and Arabia, North Africa, and Asia Minor, to provide a comprehensive assessment of the situation and life experiences of Jews and Judaism during this period.     Abstract: Immigration is a persistent and complex phenomenon intertwined with geographical, political, societal, and economic challenges. The number of international migrants has been continually increasing over the past five decades. The contributors to this volume dedicated to Professor Rebeca Raijman address various types of migrants like economic or labour migrants, forced migration and ethnic migrants. Implementing both qualitative and quantitative data and analyses, they provide insight on why individuals decide to migrate, how their decisions affect their own lives and the lives of their offspring, and how immigrants affect the receiving societies they arrive in.

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Jewish music has become the subject of a respectable literature in different academic disciplines and a touchstone of public and intellectual discourse in such diverse fields as the performing arts and religious studies, the visual arts and philology, cultural studies, and librarianship, and spanning topics that extend to almost all continents. As a forward-looking and multidisciplinary endeavor, The Oxford Handbook of Jewish Music Studies maps this emerging field within the framework of spatiality, temporality, and collectivity as analytical and conceptual categories. It does so by embracing all hemispheres, and interrogating Jewish music’s meaning of various places and spaces across the temporal frame of antiquity through the early twenty-first century. The introductory chapter provides a theoretical foundation that paves the way for the rich selection of case studies brought together in the subsequent sections. These case studies document the different facets of Jewish music and theorize its multivalent correlation with spaces and collectives around the world. The thirty diverse chapters, conceived by an international team of thirty-one outstanding scholars, are divided into eight thematically organized sections, the first of which addresses Jewish music in various lands and territories (some without defined borders in time and space), followed by sections that focus on cities, as well selected spaces therein—ghetto, concert hall, archive, and sacred and ritual spaces. These sections, which largely look at actual and concrete spaces (roughly presented in the order of scale), are followed by the phenomenological spaces of destruction and remembrance, and shekhinah, that is, divine presence.

    Abstract: A revealing account of contemporary tensions between Jews and Christians, playing out beneath the surface of conciliatory interfaith dialogue. A new chapter in Jewish-Christian relations opened in the second half of the twentieth century when the Second Vatican Council exonerated Jews from the accusation of deicide and declared that the Jewish people had never been rejected by God. In a few carefully phrased statements, two millennia of deep hostility were swept into the trash heap of history. But old animosities die hard. While Catholic and Jewish leaders publicly promoted interfaith dialogue, doubts remained behind closed doors. Catholic officials and theologians soon found that changing their attitude toward Jews could threaten the foundations of Christian tradition. For their part, many Jews perceived the new Catholic line as a Church effort to shore up support amid atheist and secular advances. Drawing on extensive research in contemporary rabbinical literature, Karma Ben-Johanan shows that Jewish leaders welcomed the Catholic condemnation of antisemitism but were less enthusiastic about the Church’s sudden urge to claim their friendship. Catholic theologians hoped Vatican II would turn the page on an embarrassing history, hence the assertion that the Church had not reformed but rather had always loved Jews, or at least should have. Orthodox rabbis, in contrast, believed they were finally free to say what they thought of Christianity. Jacob’s Younger Brother pulls back the veil of interfaith dialogue to reveal how Orthodox rabbis and Catholic leaders spoke about each other when outsiders were not in the room. There Ben-Johanan finds Jews reluctant to accept the latest whims of a Church that had unilaterally dictated the terms of Jewish-Christian relations for centuries

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

This change is then analyzed within the framework of Novak's covenantal theology and his developing view of redemption in particular.     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

    Abstract: This volume offer a manifold approach to a less evident and until now much neglected undercurrent in the work of Hannah Arendt., namely her ambiguous relation to the Judeo-Christian relligious heritage. Arendt's dissertation was dedicated to the concept of love in the works of Augustine, where she set her tone and developmed her frame for approaching theological matters. Her understanding of secularity might provide a model for the reconciliation of secularization and the persistence of religious belief in the contemporary world. Thought Hannah Arendt wad certainly and outspokenly a secular thinker, her work also harbors ways of understanding secularization as the possibility of a new, maybe even messianic, attitude towards finite life and earthly reality. She famously depicts this attitude as "faith in and hope for the world". --Book cover

    Abstract: During the first half of the twentieth century, nationalizing processes in Europe and Palestine reshaped observant Jewry into two distinct societies, ultra-Orthodoxy and national-religious Judaism. Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

    Abstract: The story of Israel's foundation has often been told from the perspective of Jewish immigration to the Land of Israel. Leaving Zion turns this historical narrative on its head, focusing on Jewish out-migration from Palestine and Israel between 1945 and the late 1950s. Based on previously unexamined primary sources collected from twenty-two archives in six countries, Ori Yehudai demonstrates that despite the dominant view that displaced Jews should settle in the Jewish homeland, many Jews instead saw the country as a site of displacement or a way-station to more desirable lands. Weaving together the perspectives of governments, aid organizations, Jewish communities and the personal stories of individual migrants, Yehudai brings to light the ideological, political and social tensions surrounding emigration. Covering events in the Middle East, Europe and the Americas, this study provides a fresh transnational perspective on the critical period surrounding the birth of Israel and the post-Holocaust reconstruction of the Jewish world

    Abstract: Elijah the prophet’s role in rabbinic literature is a variegated one that encompasses both his role in the messianic era as well as his non-messianic appearances in rabbinic legends. In this work these different roles are explored through the prism of the wisdom tradition. The three stands of wisdom—the Torah-Centered wisdom tradition, the Apocalyptic-Centered wisdom tradition, and the Spirit-Centered wisdom tradition, as enumerated by Cornelis Bennema—serve as a guide in understanding the complex nature of wisdom and its influence on the Elijah legends. The kaleidoscopic and often disparate Elijah traditions can be viewed as a result of complex developments in the study of wisdom and its evolution in Second Temple literature. The nexus of ideas which include the evolution of Torah as wisdom, the merging of wisdom and apocalyptic, and the role of ‘divine spirit’ in attaining wisdom, link Elijah’s messianic role with his depiction in different rabbinic legends. This study demonstrates that the role of Elijah in the messianic era as a teacher of wisdom is a direct result of the messianic expectations of the Second Temple era in which wisdom elements informed the eschatological expectations of a messianic teacher in the End of Days. Furthermore, Elijah’s messianic role as teacher impacted the development of Elijah in rabbinic legends as a bearer of wisdom, as well as a mediator of divine wisdom in an era grappling with the loss of Temple and prophecy. One of the mediums through which these ideas were carried into the rabbinic period was the pietists, ḥasidim, who resembled the holy men of Late Antiquity. These pietists were connected with the Spirit-Centered wisdom tradition in Second Temple texts as well as rabbinic literature. It will be demonstrated that their role was integral to the development of the Elijah traditions and the dissemination of wisdom and pietistic ideas in rabbinic literature. This work will illustrate that the Elijah traditions in rabbinic literature were an outgrowth of the numerous evolutions in wisdom and apocalyptic thought during the Second Temple era. These developments can explain the variegated nature of the Elijah traditions which reflect his role as a teacher of the Law, a mediator of divine secrets, and a conduit for divine inspiration

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Previously considered irretrievably lost, the discovery of the only manuscript of the Messias Puer composed by Knorr von Rosenroth, the leading exponent of Christian Kabbalah in the seventeenth century, gives us an important insight into the evolution of his thought and specific vision of the relations between Jews and Christians. Moreover, the subtle intertwining of both Kabbalah and the emerging biblical criticism at work in this partial commentary on the New Testament Gospels sheds new light on the largely unexplored role of Esotericism during the Modern Era in the construction of the future study of religion. This book includes a critical edition of the original manuscript and an annotated translation

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: At the end of 1941, six weeks after the mass deportations of Jews from Nazi Germany had begun, Gestapo offices across the Reich received an urgent telex from Adolf Eichmann, decreeing that all war-wounded and decorated Jewish veterans of World War I be exempted from upcoming "evacuations". Why this was so, and how Jewish veterans were able to avoid the fate of ordinary Jews under the Nazis – at least, initially – is the subject of Comrades Betrayed.Michael Geheran deftly illuminates how the same values that compelled Jewish soldiers to demonstrate bravery in the front lines in World War I made it impossible for them to accept passively, let alone comprehend, persecution under Hitler. After all, they upheld the ideal of the German fighting man, embraced the Fatherland, and cherished the bonds that had developed in military service. Through their diaries and private letters, as well as interviews with eyewitnesses and surviving family members, and police, Gestapo, and military records, Michael Geheran presents a major challenge to the prevailing view that Jewish vets were left isolated, neighborless, and had suffered a social death by 1938.Tracing the path from the trenches of the Great War to the extermination camps of the Third Reich, Geheran exposes the painful dichotomy that, while many Jewish former combatants believed that Germany would never betray them, the Holocaust was nonetheless a horrific reality.     Abstract: Another Modernity is a rich study of the life and thought of Elia Benamozegh, a nineteenth-century rabbi and philosopher whose work profoundly influenced Christian-Jewish dialogue in twentieth-century Europe. Benamozegh, a Livornese rabbi of Moroccan descent, was a prolific writer and transnational thinker who corresponded widely with religious and intellectual figures in France, the Maghreb, and the Middle East. This idiosyncratic figure, who argued for the universalism of Judaism and for interreligious engagement, came to influence a spectrum of religious thinkers so varied that it includes proponents of the ecumenical Second Vatican Council, American evangelists, and right-wing Zionists in Israel. What Benamozegh proposed was unprecedented: that the Jewish tradition presented a solution to the religious crisis of modernity. According to Benamozegh, the defining features of Judaism were universalism, a capacity to foster interreligious engagement, and the political power and mythical allure of its theosophical tradition, Kabbalah—all of which made the Jewish tradition uniquely equipped to assuage the post-Enlightenment tensions between religion and reason. In this book, Clémence Boulouque presents a wide-ranging and nuanced investigation of Benamozegh's published and unpublished work and his continuing legacy, considering his impact on Christian-Jewish dialogue as well as on far-right Christians and right-wing religious Zionists

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: In Private Associations and Jewish Communities in the Hellenistic and Roman Cities, Benedikt Eckhardt brings together a group of experts to investigate a problem of historical categorization. Traditionally, scholars have either presupposed that Jewish groups were “Greco-Roman Associations” like others or have treated them in isolation from other groups. Attempts to begin a cross-disciplinary dialogue about the presuppositions and ultimate aims of the respective approaches have shown that much preliminary work on categories is necessary. This book explores the methodological dividing lines, based on the common-sense assumption that different questions require different solutions. Re-introducing historical differentiation into a field that has been dominated by abstractions, it provides the debate with a new foundation. Case studies highlight the problems and advantages of different approaches

    Abstract: In A Stake in the Ground , Michael Schraer explores the economic functions of real estate amongst the Jews of the medieval crown of Aragon. He challenges the view of medieval Jews as primarily money-lenders and merchants, finding compelling evidence for extensive property trading and investment. Jews are found as landlords to Christian tenants, transferring land in dowries, wills and gifts. Property holdings were often extremely valuable. For some, property was a major part of their asset portfolios. Whilst many property transactions were linked to the credit boom, land also acted as a liquid and tradeable investment asset in its own right. This is a key contribution to the economic history of medieval Iberia and of medieval Jews
