Whether it's incorporating other writers into fictional work as characters, interviewing them, publishing critical essays about them, or invoking them in paratext or publicity, writers use a variety of methods to forge public personas, craft their own identities as artists, and infuse their art with meaningful cultural associations.     Abstract: With A Glimpse into Medical Practice among Jews around 1500: Latin-German Pharmaceutical Glossaries in Hebrew Characters extant in Ms Leiden, Universiteitsbibliotheek, Cod. Or. 4732/1 (SCAL 15), fols. 1a-17b , Gerrit Bos and Klaus-Dietrich Fischer present an edition of two unique medieval lists of medico-botanical terms in Latin and German, written in Hebrew characters. Jewish physicians probably used these kinds of lists for the acquisition of pharmaceuticals they needed for the preparation of medicines. The edition with a total of 568 entries features transcriptions from the Hebrew, tables and indexes of the analysed terms in a regularized form, and a facsimile of the Leiden manuscript. Many of the German plant names featuing in the edition are not listed in the otherwise monumental reference work Wörterbuch der deutschen Pflanzennamen ( Dictionary of German Plant Names ) by the German botanist Heinrich Marzell. This testifies to the value of these glossaries for further research. It is also useful to see which Latin forms were in current use at the time of creation of the edition

They were translated into Hebrew several times, but it was Maimonides' Commentary on Hippocrates' Aphorisms that made the work influential in Jewish circles. For the composition of his commentary, Maimonides consulted the Aphorisms through the commentary by Galen, translated by Ḥunayn ibn Isḥāq. This edition of Maimonides' Arabic commentary and its Hebrew translations, the first with an English translation based on the Arabic text, is part of a project undertaken by Gerrit Bos to critically edit Maimonides' medical works"--

    Abstract: Welfare state governance reforms are established by new constellations of actors and experimental organizational structures. This paper analyses two most similar cases of governance reforms in two welfare state domains: (1) services for children and teens at risk; and (2) employment services and social security benefits. It utilizes a comprehensive empirical study that surveys reform initiatives and the establishment of innovative governance coalitions formed in order to enable the recalibration of the Israeli welfare state to changing conditions. In both cases, preliminary deliberations of senior bureaucrats were able to establish change coalitions, which were vital in order to overcome bureaucratic stalemates that result from path-dependent administrative legacies. Notwithstanding, governance coalitions differ in their ability to institutionalize new governance configurations within the state: while the new configuration for governing services for at risk populations won political legitimacy and was instituted, the workfare governance configuration suffered from political illegitimacy and was ultimately abolished. By focusing on the organizational aspects of welfare state reform, the paper argues that tentative coalitions' potential to transform into legitimate and sustainable governance configurations depends on their ability to establish inclusive organizational settlements between agencies with different interests, beyond the bureaucratic structure of the state.
    Abstract: Wohlfahrtsstaatliche Regierungsreformen werden wesentlich von neuen Akteurskonstellationen und experimentellen Organisationsstrukturen bestimmt. Das Arbeitspapier analysiert zwei sehr vergleichbare Regierungsreformen in zwei Politikfeldern des Israelischen Wohlfahrtsstaates: (1) Leistungen für gefährdete Kinder und Jugendliche sowie (2) Arbeitsvermittlung und Sozialleistungen. Dafür wird auf eine umfassende empirische Studie zurückgegriffen, die sowohl Reformanstöße als auch die Etablierung innovativer Regierungskonstellationen untersucht. Und zwar jene, die eine Anpassung des israelischen Wohlfahrtsstaates an sich ändernde Rahmenbedingungen ermöglichen. In beiden Fällen wurde die Bildung neuer Koalitionen durch Beratungen von Dienstälteren ermöglicht. Für die Überwindung des bürokratischen Stillstandes, der als Resultat vorangegangener verwaltungstechnischer Altlasten im Sinne der Pfadabhängigkeitstheorie verstanden werden kann, waren diese unerlässlich. Ungeachtet dessen unterscheiden sich Regierungskoalitionen in ihrer Fähigkeit, neue Regierungsstrukturen innerhalb des Staates zu errichten: Während die Neugestaltung von Staatsleistungen für prekäre Bevölkerungsteile an politischer Legitimität gewann und demnach institutionalisiert wurde, fehlte es den sogenannten Workfare-Leistungen an jener Legitimität, was schlussendlich zu deren Abbau führte. Mit Blick auf die Organisationsaspekte von Wohlfahrtsstaatsreformen argumentiert das Arbeitspapier, dass das Entwicklungspotenzial von vorläufigen Koalitionen hin zu legitimen und dauerhaften Regierungsstrukturen vor allem von deren Fähigkeit abhängig ist, inklusive Organisationsstrukturen zu schaffen, welche Ausgleiche zwischen verschiedenen Interessensgruppen fernab der bürokratischen Staatsstruktur ermöglichen.

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: Zwischen 1933 und 1938 entzog die Standesvertretung der Kassenärzte in Berlin über 2000 Mitgliedern die Zulassung, weil diese "nichtarischer" Abstammung waren oder als politisch unerwünscht betrachtet wurden. Am 30. September 1938 wurde jüdischen Ärzten zudem die Approbation entzogen, womit sie nicht mal mehr als Ärzte galten. Mit einer jeder Zeit widerrufbaren Sondergenehmigung waren einige wenige von ihnen als "Krankenbehandler" tätig. Als solche versorgten sie die schrumpfende Zahl von immer ärmeren jüdischen Patienten. Was wurde aus diesen Kassenärzten? Ihrer wirtschaftlichen Existenz beraubt, in zunehmender Weise entrechtet und verfolgt, sahen sich viele der betroffenen Kassenärzte gezwungen, mit ihren Familien das Land zu verlassen. Diejenigen, die nicht emigrieren wollten oder konnten, wurden in der Mehrzahl ab Oktober 1941 deportiert und zumeist getötet. Das vorliegende Gedenkbuch dokumentiert auf Grund vieler, sehr heterogener Quellen in Biographien die Schicksale von 2018 verfolgten Berliner Kassenärztinnen und Kassenärzten und entreißt sie damit dem Vergessen.

    Abstract: Der Entzug der Kassenzulassungen zwischen 1933 und 1938 bedeutete für Kassenärzte die Zerstörung ihrer wirtschaftlichen Existenz und kam einem Berufsverbot gleich. Verantwortlich war dafür die kassenärztliche Standesvertretung, bestehend aus dem Groß-Berliner Ärztebund und der Berliner Kassenärztlichen Vereinigung. Angepasst an die Ziele der nationalsozialistischen Gesundheitspolitik exekutierte die Standesvertretung bis 1938 allein in Berlin die Ausschaltung von über 2000 ihrer Mitglieder. Ärzte wurde die Zulassung entzogen, weil sie "nichtarischer" Abstammung waren oder als politisch unerwünscht betrachtet wurden. Wie diese Ausschaltung jüdischer und politisch verfolgter Kassenärzte durch die Berliner Standesvertretung im Einzelnen vor sich ging, wird hier trotz einer äußerst schwierigen Quellenlage beschrieben. Dabei wird die organisatorische Umgestaltung der Standesvertretung - die Errichtung der "Verwaltungsstelle Berlin der Kassenärztlichen Vereinigung Deutschlands" ab August 1933 - geschildert, und die praktische Politik untersucht, nach der diese im "Dritten Reich" verfuhr. Die Darstellung der Protagonisten der Berliner ärztlicher Standespolitik zwischen 1933 und 1945 zeigt die weitreichenden Konsequenzen ihres Handels für die betroffenen Ärzte.

Kern der Entschädigungsakten war die für das Verfahren erforderliche "Eidesstattliche Erklärung", eine persönliche Schilderung, die in der Regel von den Verfolgten selbst oder nahen Angehörigen zu Papier gebracht wurde. Auf Basis dieser Informationen und der Angaben aus der Meldekartei entwickelt Birgit Drexler-Gormann eine Auswahl biografischer Skizzen. Sie lassen die Schrecken der Verfolgung, die Demütigungen und existenziellen Sorgen in Deutschland, aber auch die Schwierigkeiten im Land der erzwungenen Emigration anschaulich werden.

    Abstract: For more than fifty years, Geoffrey Hartman has been a pivotal figure in the humanities. In his first book, in 1954, he helped establish the study of Romanticism as key to the problems of modernity. Later, his writings were crucial to the explosive developments in literary theory in the late seventies, and he was a pioneer in Jewish studies, trauma studies, and studies of the Holocaust. At Yale, he was a founder of its Judaic Studies program, as well as of the first major video archive for Holocaust testimonies. Generations of students have benefited from Hartman's generosity, his penetrating and incisive questioning, the wizardry of his close reading, and his sense that the work of a literary scholar, no less than that of an artist, is a creative act. All these qualities shine forth in this intellectual memoir, which will stand as his autobiography. Hartman describes his early education, uncanny sense of vocation, and development as a literary scholar and cultural critic. He looks back at how his career was influenced by his experience, at the age of nine, of being a refugee from Nazi Germany in the Kindertransport. He spent the next six years at school in England, where he developed his love of English literature and the English countryside, before leaving to join his mother in America. Hartman treats us to a "biobibliography" of his engagements with the major trends in literary criticism. He covers the exciting period at Yale handled so controversially by the media and gives us vivid portraits, in particular, of Harold Bloom, Paul de Man, and Jacques Derrida. All this is set in the context of his gradual self-awareness of what scholarship implies and how his personal displacements strengthened his calling to mediate between European and American literary cultures. Anyone looking for a rich, intelligible account of the last half-century of combative literary studies will want to read Geoffrey Hartman's unapologetic scholar's tale.
