    Abstract: The first issue of this journal appeared in July 1987. Until 1990 it avoided referring to Jews directly but followed the "anti-Zionist" line of party propaganda. In early 1990 the journal launched a direct attack on Jews, the tone being set by Eduard Skobelev, a member of the international department of the party's Central Committee, and V. Babintsev. States that this shift, the scapegoating of Jews, is seen as a useful tactic in the power struggle now taking place in Belorussia. In February 1990, Skobelev wrote an article which in effect legitimized a projected pogrom against the Jews. What ensued is not yet clear, but that same month Jewish leaders were invited to meet with members of the Central Committee and the tension abated. In August 1990 a commission of the Supreme Soviet of the Belorussian SSR began an investigation of the anti-constitutional activity of the journal. It is clear that Communist Party officials have been using this journal and party forums to spread anti-Jewish propaganda.
