This simple fact has been neglected by the world powers, which have expended countless resources on initiatives meant to diminish friction between the parties. By quashing any hint of confrontation and providing bounteous economic and military assistance, the United States and Europe have merely entrenched the conflict by lessening the incentives to end it. Thrall's important book upends the beliefs steering these failed policies, revealing how the aversion of pain, not the promise of peace, has driven compromise for Israelis and Palestinians alike.

    Abstract: When the state of Israel was established in 1948, not all Palestinians became refugees: some stayed behind and were soon granted citizenship. Those who remained, however, were relegated to second-class status in this new country, controlled by a military regime that restricted their movement and political expression. For two decades, Palestinian citizens of Israel were cut off from friends and relatives on the other side of the Green Line, as well as from the broader Arab world. Yet they were not passive in the face of this profound isolation. Palestinian intellectuals, party organizers, and cultural producers in Israel turned to the written word. Through writers like Mahmoud Darwish and Samih al-Qasim, poetry, journalism, fiction, and nonfiction became sites of resistance and connection alike. With this book, Maha Nassar examines their well-known poetry and uncovers prose works that have, until now, been largely overlooked. The writings of Palestinians in Israel played a key role in fostering a shared national consciousness and would become a central means of alerting Arabs in the region to the conditions and to the defiance of these isolated Palestinians. Brothers Apart is the first book to reveal how Palestinian intellectuals forged transnational connections through written texts and engaged with contemporaneous decolonization movements throughout the Arab world, challenging both Israeli policies and their own cultural isolation. Maha Nassar reexamines these intellectuals as the subjects, not objects, of their own history, and brings to life their perspectives on a fraught political environment. With enlightening revelations that defy conventional wisdom, this study provides a balanced account of the most significant attempts to forge peace, initiated by the world's superpowers, the Arabs (including the Palestinians), and Israel. From Arab-Zionist negotiations at the end of World War I to the subsequent partition, the aftermath of the 1967 War and the Sadat Initiative, and numerous agreements throughout the 1980s and 1990s, concluding with the Annapolis Conference in 2007 and the Abu Mazen-Olmert talks in 2008, pioneering scholar Elie Podeh uses empirical criteria and diverse secondary sources to assess the protagonists' roles at more than two dozen key junctures. Michael Barnett argues that it all begins with the political identity of American Jews. As Jews, they are committed to their people's survival. As Americans, they identify with, and believe their survival depends on, the American principles of liberalism, religious freedom, and pluralism. This identity and search for inclusion form a political theology of prophetic Judaism that emphasizes the historic mission of Jews to help create a world of peace and justice. The political theology of prophetic Judaism accounts for two enduring features of the foreign policy beliefs of American Jews. They exhibit a cosmopolitan sensibility, advocating on behalf of human rights, humanitarianism, and international law and organizations. They also are suspicious of nationalism--including their own. Contrary to the conventional wisdom that American Jews are natural-born Jewish nationalists, Barnett charts a long history of ambivalence; this ambivalence connects their early rejection of Zionism with the current debate regarding their attachment to Israel.     Abstract: "We don't understand the reactionary mind. As a result, argues Mark Lilla in this timely book, the ideas and passions that shape today's political dramas are unintelligible to us. The reactionary is anything but a conservative. He is as radical and modern a figure as the revolutionary, someone shipwrecked inthe rapidly changing present, and suffering from nostalgia for an idealized past and an apocalyptic fear that history is rushing toward catastrophe. And like the revolutionary his political engagements are motived by highly developed ideas. Lilla unveils the structure of reactionary thinking, beginning with three twentieth-century philosophers--Franz Rosenzweig, Eric Voegelin, and Leo Strauss --who attributed the problems of modern society to a break in the history of ideas and promoted a return to earlier modes of thought. He then examines the enduring power of grand historical narratives of betrayal to shape political outlooks ever since the French Revolution. These narratives are employed to serve different, and sometimes expressly opposed, ends. They appear in the writings of Europe's right-wing cultural pessimists and Maoist neocommunists, American theoconservatives fantasizing about the harmony of medieval Catholic society and radical Islamists seeking to restore a vanished Muslim caliphate. The revolutionary spirit that inspired political movements across the world for two centuries may have died out. But the spirit of reaction that rose to meet it has survived and is proving just as formidable a historical force.     Abstract: "Copublished with the Vidal Sassoon International Center for the Study of Antisemitism, this study asks if the European Union (EU) has the capacity or the will to counter antisemitism. The desire to counter antisemitism was a significant impetus toward the formation of the EU in the twentieth century and now prejudice against Jews threatens to subvert that goal in the twenty-first. The European Union, Antisemitism, and the Politics of Denial offers an overview of the circumstances that obliged European political institutions to take action against antisemitism and considers the effectiveness of these interventions by considering two seemingly dissimilar EU states, Austria and Sweden. This examination of the European Union's strategy for countering antisemitism discloses escalating prejudice within the EU in the aftermath of 9/11. The author contends that Europe's political actors have responded to the challenge and provocation of antisemitism with only sporadic rhetoric and inconsistent commitment, a halfhearted strategy for countering antisemitism that exacerbates skepticism toward EU institutions and their commitments to equality and justice. This exposition of the insipid character of the EU's response simultaneously suggests alternatives that might mitigate the subtle and potentially devastating creep of antisemitism in Europe. This study offers a new approach insofar as scholarly considerations of the EU's attempts to combat racism rarely focus on antisemitism, while scholarship on antisemitism rarely considers the political context of the European Union.     Abstract: Welfare state governance reforms are established by new constellations of actors and experimental organizational structures. This paper analyses two most similar cases of governance reforms in two welfare state domains: (1) services for children and teens at risk; and (2) employment services and social security benefits. It utilizes a comprehensive empirical study that surveys reform initiatives and the establishment of innovative governance coalitions formed in order to enable the recalibration of the Israeli welfare state to changing conditions. In both cases, preliminary deliberations of senior bureaucrats were able to establish change coalitions, which were vital in order to overcome bureaucratic stalemates that result from path-dependent administrative legacies. Notwithstanding, governance coalitions differ in their ability to institutionalize new governance configurations within the state: while the new configuration for governing services for at risk populations won political legitimacy and was instituted, the workfare governance configuration suffered from political illegitimacy and was ultimately abolished. By focusing on the organizational aspects of welfare state reform, the paper argues that tentative coalitions' potential to transform into legitimate and sustainable governance configurations depends on their ability to establish inclusive organizational settlements between agencies with different interests, beyond the bureaucratic structure of the state.
    Abstract: Wohlfahrtsstaatliche Regierungsreformen werden wesentlich von neuen Akteurskonstellationen und experimentellen Organisationsstrukturen bestimmt. Das Arbeitspapier analysiert zwei sehr vergleichbare Regierungsreformen in zwei Politikfeldern des Israelischen Wohlfahrtsstaates: (1) Leistungen für gefährdete Kinder und Jugendliche sowie (2) Arbeitsvermittlung und Sozialleistungen. Dafür wird auf eine umfassende empirische Studie zurückgegriffen, die sowohl Reformanstöße als auch die Etablierung innovativer Regierungskonstellationen untersucht. Und zwar jene, die eine Anpassung des israelischen Wohlfahrtsstaates an sich ändernde Rahmenbedingungen ermöglichen. In beiden Fällen wurde die Bildung neuer Koalitionen durch Beratungen von Dienstälteren ermöglicht. Für die Überwindung des bürokratischen Stillstandes, der als Resultat vorangegangener verwaltungstechnischer Altlasten im Sinne der Pfadabhängigkeitstheorie verstanden werden kann, waren diese unerlässlich. Ungeachtet dessen unterscheiden sich Regierungskoalitionen in ihrer Fähigkeit, neue Regierungsstrukturen innerhalb des Staates zu errichten: Während die Neugestaltung von Staatsleistungen für prekäre Bevölkerungsteile an politischer Legitimität gewann und demnach institutionalisiert wurde, fehlte es den sogenannten Workfare-Leistungen an jener Legitimität, was schlussendlich zu deren Abbau führte. Mit Blick auf die Organisationsaspekte von Wohlfahrtsstaatsreformen argumentiert das Arbeitspapier, dass das Entwicklungspotenzial von vorläufigen Koalitionen hin zu legitimen und dauerhaften Regierungsstrukturen vor allem von deren Fähigkeit abhängig ist, inklusive Organisationsstrukturen zu schaffen, welche Ausgleiche zwischen verschiedenen Interessensgruppen fernab der bürokratischen Staatsstruktur ermöglichen.

    Abstract: " In 1862, in the only instance of a Jewish expulsion in America, General Ulysses S. Grant banished Jewish citizens from the region under his military command. Although the order was quickly revoked by President Lincoln, it represented growing anti-Semitism in America. Convinced that assimilation was their best defense, Jews sought to Americanize by shedding distinctive dress, occupations, and religious rituals. American Jews recognized the benefit and urgency of bridging the divide between Reform and Orthodox Judaism to create a stronger alliance to face the challenges ahead. With Grant's 1868 presidential campaign, they also realized they could no longer remain aloof from partisan politics. As they became a growing influence in American politics, both political parties courted the new Jewish vote. Once in office, Grant took notice of the persecution of Jews in Romania and Russia, and he appointed more Jews to office than any president before him. Indeed, Simon Wolf, a Washington lawyer who became one of Grant's closest advisers, was part of a new generation of Jewish leaders to emerge in the post-Civil War era--thoroughly Americanized, politically mature, and committed to the modernized Judaism of the Reform movement"--

    Abstract: This timely and important work takes a critical look at the shifting roles of police, who are becoming increasingly tasked with handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study of the Israel National Police, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study , the authors of this work have examined the effects of this shifting role on a number of key areas of policing, including police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources. This conflict is by its nature intensely complex and is played out under the full glare of international security. So, how does Israel's education system prepare its young people for this?
