Abstract:
There were 300 pogroms in Russia between 1903-06. Discusses efforts by American Jewish and non-Jewish organizations and individuals to elicit a sharp response on the part of President Theodore Roosevelt and his administration. Notes Roosevelt's sincere outrage at the pogroms and his dislike of Russia and the Tsar, but his policy, guided by Secretary of State John Hay, was one of national considerations and pragmatic self-interest, motivated primarily by the upcoming 1904 presidential elections and the desire to limit Russian Jewish immigration to America. Discusses the cool, even hostile attitude of the Russian ambassador to Washington, Count Cassini, in the face of Jewish and American protests, and the Tsar's contention that the Jews themselves were responsible for the pogroms. In 1906, the Congress overwhelmingly approved a resolution condemning the religious and racial slaughter in Russia, but the U.S. government took no action to stop the pogroms.
