    Abstract: The Posen Library of Jewish Culture and Civilization tackles an enormous challenge: to make accessible in English a rich and varied sampling of the many dimensions of Jewish experience from antiquity to the twenty-first century. Under the guidance of a distinguished editorial board, The Posen Library embarked on this task by creating an anthology of primary sources of Jewish culture and civilization, translating them from dozens of languages. It includes a vast array of genres, including fiction and nonfiction, visual and material culture, political and religious texts. The job of the anthologizer is far from easy. Not only does it involve sifting through many potential historical, philosophical, religious, legal, literary, exegetical, political, folkloristic, popular, and artistic documents, images, and artifacts that might be chosen and extracted. It also requires conceptualizing key themes that characterize each period under consideration. And that process introduces questions about the production of Jewish culture and civilization. Is Jewish culture global? Or is it an aggregate of many local Jewish cultures? Are there essentially Jewish qualities to Jewish culture? Or is Jewish culture itself a dialectic between adaptation and resistance? Or perhaps Jewish culture should be regarded as something that is produced mostly in dialectical relationship to itself. The editors of the ten volumes of The Posen Library have answered these questions differently. Some have stressed the experience of Judaism as a minority culture in constant contact and occasional conflict with majority civilizations. Others have emphasized the remarkable internal dynamic of Jewish creativity, responding to developments across time and space. Still others have noted the importance of geography and related local political structures, dividing Jews from each other and fostering rather separate and even insular modes of cultural creativity. Historically, any number of distinctive and parallel Jewish civilizations have flourished, some sharing cultural practices and traditions, some with little in common beyond core religious laws and beliefs. Working answers to such fundamental questions as “what is Jewish culture and civilization” are embedded in the multitude of entries selected by individual volume editors and their expert advisory boards. Each volume’s selections, carefully extracted from longer works, allow a reader to savor a myriad of juxtapositions of sources that often illuminate the familiar through the unfamiliar, or, conversely, introduce what is new and unexpected by placing it in conversation with what is well known. Insofar as any culture is itself a composite of multiple peoples, nations, languages, traditions, and beliefs, The Posen Library’s volume editors have emphasized the heterogeneity of Jewish culture and civilization.

    Abstract: This collection of articles is tightly focused on metaphors in the prophetic literature of the Hebrew Bible and their later afterlife in Jewish and Christian texts. The essays deal with a wide range of historical, literary, and methodological issues. First, several contributions employ metaphor theory in analysing the biblical texts, both conceptual frameworks such as blending theory and more traditional methods. Second, metaphors are studied both synchronically, that is, in relation to their current literary contexts, and diachronically, that is, mapping how they have been employed and re-interpreted in different ways and different texts throughout time. Third, other contributions read metaphors in light of theoretical frameworks such as feminist criticism, post-colonial theories, or power discourses that uncover aspects of significance often missed in historical studies. Finally, yet other contributions deal with the issue of how to translate metaphors in contemporary contexts

    Abstract: Gennady Estraikh's book explores the birth, growth, demise and afterlife of the Birobidzhan Jewish Autonomous Region (JAR). The History of Birobidzhan looks at how the shtetl was widely used in Soviet propaganda as a perfect solution to the 'Jewish question', arguing that in reality, while being demographically and culturally insignificant, the JAR played a key, and essentially detrimental, role in determining Jewish rights and entitlements in the Soviet world. Estraikh brings together a broad range of Russian and Yiddish sources, including archival materials, newspaper articles, travelogues, memoirs, belles-letters, and scholarly publications, as he describes and analyses the project and its realization not in isolation, but rather in the context of developments in both domestic and international life. As well as offering an assessment of the Birobidzhan project in the contexts of Soviet and Jewish history, the book also focuses on the contemporary 'Jewish' role of the region which now has only a few thousand Jewish occupants amongst its residents

    Abstract: The Hellenistic period was a pivotal moment in the history of the Jewish priesthood. The waning days of the Persian empire coincided with the continued ascendance of the high priest and Jerusalem temple as powerful political, cultural, and religious institutions in Judea. The Aramaic Scrolls from Qumran, only recently published in full, testify to the existence of a flourishing but previously unknown Jewish literary tradition dating from the end of Persian rule to the rise of the Hasmoneans. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: "The true story of a vigilante group of Holocaust survivors who conspired to kill six million Germans, Nakam (Hebrew for "vengeance") tells the story of "the Avengers" (Nokmim), a group of young Holocaust survivors led by poet and resistance fighter Abba Kovner, who undertook a mission of revenge against Germany following the crimes of the Holocaust. Motivated by both the atrocities they had endured and the realization that murderous antisemitic attacks on survivors continued long after the Nazi surrender, these fifty young men and women sought retaliation at a level commensurate with the devastation caused by the Holocaust, making clear to the world that Jewish blood would no longer be shed with impunity. Had they been successful, they would have poisoned city water supplies and loaves of bread distributed to German POWs, with the aim of killing six million Germans. Kovner and his followers went to great lengths to carry out their plans, going so far as to obtain the plans for Nuremberg's municipal water system, secure large quantities of poison, infiltrate a POW camp and the bakery that supplied it, and distribute poisoned bread to prisoners - but their plots were ultimately stymied. Most of the members of Nakam eventually returned to Israel, where for decades many of them refused to speak publicly about their roles in the group. While the Avengers' story began to come to light in the 1980s, details of the relations between the group and Zionist leadership and the motivations of its members have remained unknown. Drawing on rich archival sources and in-depth interviews with the Avengers in their later years, historian Dina Porat examines the formation of the group and the clash between the formative humanistic values held by its members and their unrealized plans for violent retribution"--

    Abstract: What are the future perspectives for Jews and Jewish networks in contemporary Europe? Is there a new quality of relations between Jews and non-Jews, despite or precisely because of the Holocaust trauma? How is the memory of the extermination of 6 million European Jews reflected in memorial events and literature, film, drama, and visual arts media? To what degree do European Jews feel as integrated people, as Europeans per see, and as safe citizens? An interdisciplinary team of historians, cultural anthropologists, sociologists, and literary theorists answers these questions for Poland, Hungary, the Czech Republic, Slovakia, and Germany. They show that the Holocaust has become an enduring topic in public among Jews and non-Jews. However, Jews in Europe work self-confidently on their future on the "old continent," new alliances, and in cooperation with a broad network of civil forces. Non-Jewish interest in Jewish history and the present has significantly increased over decades, and networks combatting anti-Semitism have strengthened

    Abstract: Responding to recent evolutions in the fields of dance and religious and secular studies, The Oxford Handbook of Jewishness and Dance documents and celebrates the significant impact of Jewish identity on a variety of communities and the dance world writ large. Focusing on North America, Europe, and Israel in the twentieth and twenty-first centuries, this Handbook highlights the sometimes surprising, often hidden and overlooked Jewish resonances within a range of styles from modern and postmodern dance to folk dance and flamenco.     Abstract: "This book is an updated and expanded study of the manner in which the Supreme Court of Israel has related to petitions challenging actions of the Israeli authorities in the territories occupied by Israel during the 1967 War. The first edition of the study was published two decades ago by one of the present authors, David Kretzmer. The original work was completed just before the second intifida began in September 2000. It covered decisions of the Supreme Court both during the formative years of the Court's jurisprudence on the occupation, and during the first intifada that broke out in December 1987. As stated in the preface to the first edition, the beginning of the second intifada proved that the hopes that the historic Oslo Accords between Israel and the PLO (1993-1995) would lead to peace between Israel and the Palestinians and to the end of the occupation were premature. At the present time (2020) an end to direct Israeli control over the West Bank and restrictions on life in Gaza does not seem to be in sight. The so-called peace plan published by the Trump Administration in February 2020, as we were completing the manuscript, does not alter that picture, although it may contribute to changes in the regime in the West Bank. Much that has happened since the first edition was published has affected the type of cases that reach the Supreme Court, and consequently the topics covered in this study. After a wave of suicide bombings in Israel in 2001 and 2002 the IDF embarked on a military operation in the West Bank. This operation and subsequent hostilities between the IDF and armed Palestinian groups yielded a host of petitions relating to means and methods of warfare and to judicial review during active hostilities. In 2002 the Israeli government began the construction of a separation barrier in the West Bank, the declared purpose of which was to make it more difficult for potential Palestinian terrorists to enter Israel itself. The barrier's route not only spurred close to two hundred petitions to the Supreme Court; it was also the subject of an advisory opinion by the International Court of Justice. In August 2005 Israel withdrew its armed forces and civilian settlements from the Gaza Strip under the Disengagement Plan, and the government announced that Israel no longer had responsibility for Gaza. Controversy arose whether Gaza remained occupied territory. In 2006 the Hamas movement gained control over Gaza and the Government of Israel declared Gaza to be 'hostile territory.' The relations between Israel and Gaza have been tense ever since, with firing of rockets and bombs on Israeli towns and villages, severe restrictions on supply of goods to Gaza and movement of people between Gaza and the West Bank, and periods of active hostilities between Israel and Gaza. Since the first edition of this study was completed there has been a dramatic expansion in the number of Israeli settlements and settlers in the West Bank. This expansion has had various legal and practical consequences, including the emergence of two different legal regimes applicable to Israelis and to Palestinians resident in the West Bank"--

    Abstract: This book charts the diachronic dimension of the processes by which Andalusi Muslim and Jewish elites created, asserted, refined, and adapted to new circumstances their respective claims of Andalusi and Sefardi singularity. The historical starting point for this inquiry-the mid-tenth century-is established by the textual evidence that has come down to us. The endpoint of this study's historical parameters is occasioned by social, religious, and political upheaval, collective trauma, and their jarring effects on cultural memory. For the Jews of Sefarad, the mid-twelfth century witnessed disruption within Andalusi Jewish society and transformation of its traditions. It saw the dispersal of most of the Jews of al-Andalus to the Iberian Christian kingdoms, to Provence, and to North Africa, where Andalusi Jewish exiles found refuge and Andalusi Jewish cultural production was relaunched in modified forms. For Andalusi Muslims, the Almohad military defeat at Las Navas de Tolosa in 1212, known in Arabic historiography as the monumental Battle of al-'Iqāb, and the Almohads' ensuing withdrawal from Andalusi territory signaled the end of the classical age of al-Andalus. Within a generation, Córdoba and Seville fell to Castilian control, leaving the Naṣrid kingdom of Granada-all that was left of al-Andalus-as the sole remaining outpost of an Islamic polity and society on Iberian soil down to 1492

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: Yiddish in Israel challenges the commonly held view that Yiddish was suppressed or even banned by Israeli authorities for ideological reasons, offering instead a radical new interpretation of the interaction between Yiddish and Israeli Hebrew cultures. Author Rachel Rojanski tells the compelling and yet unknown story of how Yiddish, the most widely used Jewish language in the pre-Holocaust world, fared in Zionist Israel, the land of Hebrew. Following Yiddish in Israel from the proclamation of the State until today, Rojanski reveals that although Israeli leadership made promoting Hebrew a high priority, it did not have a definite policy on Yiddish. The language's varyfortunerute through the years was shaped by social and political developments and the cultural atmosphere in Israel. Public perception of the language and its culture, the rise of identity politics, and political and financinterestsrsts all played a part. Using a wide range of archival sources, newspapers , and Yiddish literature, Rojanski follows the Israeli Yiddish scene through the history of the Yiddish press, Yiddish theater, early Israeli Yiddish literature, and high Yiddish culture. With compassion, she explores the tensions during Israel's early years between Yiddish writers and activists and Israel's leaders, most of whom were themselves Eastern European Jews balancing their love of Yiddish with their desire to promote Hebrew. Finally, Rojanski follows Yiddish into the 21st century, telling the story of the reviinteresterst in Yiddish among Israeli-born children of Holocaust survivors as they return to the language of their parents

    Abstract: "In 1925 a team of archaeologists was sent by famed archaeologist James Henry Breasted, the Director of the Oriental Institute of the University of Chicago, to search for the city that King Solomon built in the tenth century BCE. These excavations are rightfully famous for the light they shed on one of the most important cities in biblical times: the ancient city of Megiddo, in Israel, the site of Armageddon. The books and articles that the original participants published are still used, and debated, by archaeologists working in the region today. However, these scholarly publications provide only a small window into the daily activities of the team members and the stories behind their amazing discoveries. Using a treasure trove of other writing - including more than three decades' worth of letters, cablegrams, cards, and diaries, archaeologist and historian Eric Cline, who spent twenty years digging at Megiddo himself, brings the Chicago excavators and their discoveries to life situating them against the backdrop of the Great Depression in the United States as well as the growing troubles and tensions in British Mandate Palestine. Their story, as recounted by Cline, often reads more like melodrama than dry archaeological report and provides a unique a glimpse of the internal workings of a dig in the early years of biblical archaeology.     Abstract: This book aims to create an integral picture of the social, economic and cultural history of the Jews in Lithuania during the course of more than six hundred years – from the Middle Ages to the 1990s. It is a translation of the study “Lietuvos žydai. Istorinė studija” (Engl. “Lithuanian Jews. Historical study”), published in Lithuanian in 2012. The Book was written by an interna-tional group of scholars from Lithuania, Israel, the United States of America and Germany.     Abstract: "This volume includes contributions presented at two conferences, in Mainz and Jerusalem, and presents new discoveries of binding fragments in several European libraries and archives and abroad.
