Kurzfassung:
Describes the attempts of Tsar Alexander I, influenced by liberal European tendencies, to regulate the status of the Jews in Poland. In 1815, Alexander I ordered his adviser Nikolai Novosiltsev to work out a project for legislation. Novosiltsev's project recommended that the Jewish population should obtain civil rights, and that some of the assimilated groups in this population should also receive citizens' and political rights. The Council of State rejected this project in 1817. Relates the principal views of its opponents - the Polish nobility - who expressed tendentious, stereotypical images of Jews.
