    Abstract: "Sources for Studying the Holocaust provides a pathway for readers to engage with questions about what sources can be used to study the Holocaust. For many historians the challenge has been how to rescue the story from oblivion when oft-used sources for other periods of history introduce even more issues around authenticity and reliability. What can be learned of what transpired in villages and towns numbering several thousand people, when all its Jewish inhabitants were totally obliterated through Nazi action? Who can furnish eyewitness testimony, if all the eyewitnesses were killed? How does one examine written records preserving knowledge of facts or events, where none were kept or survived the onslaught? And what weight do we put upon such resources which did manage to endure the destruction wrought by the Holocaust? Each chapter looks at one of a diverse range of source material from which scholars have rescued the history, including survivor testimony, diaries, letters, newspaper accounts, photographs, trial documents, artefacts, digital resources, memorials, films, literature and art. Each chapter shows how different types of records can be utilized as accurate sources for the writing of Holocaust history. Collectively, they highlight the ways in which all material, even the most fragmentary, can be employed to recreate a reliable record of what happened during the Holocaust and show how all sources considered can be employed to find meaning and understanding by exploring a range of sources deeply.     Abstract: "The Trajectory of Holocaust Memory: The Crisis of Testimony in Theory and Practice re-considers survivor testimony, moving from a subject-object reading of the past to a subject-subject encounter in the present. It explores how testimony evolves in relationship to the life of eyewitnesses across time. This book breaks new ground based on three principles. The first draws on Martin Buber's 'I-Thou' concept, transforming the object of history into an encounter between subjects. The second employs the Jungian concept of identity, whereby the individual (internal identity) and the persona (external identity) reframe testimony as an extension of the individual. They are a living subject, rather than merely a persona or narrative. The third principle draws on Daniel Kahneman's concept of the experiencing self, which re-lives events as they occurred, and the remembering self, which reflects on their meaning in sum. Taken together, these principles comprise a new literacy of testimony that enables the surviving victim and the listener to enter a relationship of trust. Designed for readers of Holocaust history and literature, this book defines the modalities of memory, witness, and testimony. It shows how encountering the individual who lived through the past changes how testimony is understood, and therefore what it can come to mean"--

    Abstract: "The true story of a vigilante group of Holocaust survivors who conspired to kill six million Germans, Nakam (Hebrew for "vengeance") tells the story of "the Avengers" (Nokmim), a group of young Holocaust survivors led by poet and resistance fighter Abba Kovner, who undertook a mission of revenge against Germany following the crimes of the Holocaust. Motivated by both the atrocities they had endured and the realization that murderous antisemitic attacks on survivors continued long after the Nazi surrender, these fifty young men and women sought retaliation at a level commensurate with the devastation caused by the Holocaust, making clear to the world that Jewish blood would no longer be shed with impunity. Had they been successful, they would have poisoned city water supplies and loaves of bread distributed to German POWs, with the aim of killing six million Germans. Kovner and his followers went to great lengths to carry out their plans, going so far as to obtain the plans for Nuremberg's municipal water system, secure large quantities of poison, infiltrate a POW camp and the bakery that supplied it, and distribute poisoned bread to prisoners - but their plots were ultimately stymied. Most of the members of Nakam eventually returned to Israel, where for decades many of them refused to speak publicly about their roles in the group. While the Avengers' story began to come to light in the 1980s, details of the relations between the group and Zionist leadership and the motivations of its members have remained unknown. Drawing on rich archival sources and in-depth interviews with the Avengers in their later years, historian Dina Porat examines the formation of the group and the clash between the formative humanistic values held by its members and their unrealized plans for violent retribution"--

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: "A Time to Gather: Archives and the Control of Jewish Culture examines Jewish archives in Germany, the United States, and Israel/Palestine and argues that historical records took on potent value in modern Jewish life as both sources of history and anchors of memory, precisely because archives presented one way of transmitting Jewish culture and history from one generation to another. Creating archives was one means for Jews to take control of their history, especially after the Holocaust when efforts at archive restitution removed looted archives from the hands of perpetrators. Such efforts also raised complex questions of who could actually "own" this history. This book contends that twentieth-century Jewish archival efforts served as a proxy for wide-ranging struggles over the meaning and control of Jewish culture: Whether in Israel's claims to be a successor to European Jewry, the reality of American Jewry's rising prominence, or the question of the continued vitality of Jewish life in Germany after the Holocaust, gathering archives was a means to assert dominance over Jewish culture by making claims of ties to the past and constituting a kind of "birth certificate" or legitimization of communal life. A Time to Gather presents archive-making as a metaphor with the dispersion and gathering of documents falling in the context of the Jews' long diasporic history. In the end, a rising urgency of archival memory in Jewish life and the importance of history's traces meant archives were powerful but contested symbols of control of the past, present, and future"--

    Abstract: Am Morgen des 5. September 1972 überfielen acht palästinensische Terroristen die Unterkunft israelischer Sportler im Olympischen Dorf in München. Mosche (Muni) Weinberg wurde sofort erschossen, Yossef Romano erlag seinen Schussverletzungen noch im Laufe des Tages. Neun Israelis wurden als Geiseln genommen. In der Nacht zum 6. September starben David Berger, Ze’ev Friedman, Yossef Gutfreund, Eliezer Halfin, Amitzur Shapira, Kehat Schor, Mark Slavin, Andrei Spitzer, Yakov Springer und der deutsche Polizist Anton Fliegerbauer beim desaströsen Versuch der Geiselbefreiung durch die bayerische Polizei in Fürstenfeldbruck. Erst 50 Jahre danach konnte sich die deutsche Bundesregierung zu angemessenen Entschädigungszahlungen und zur Anerkennung ihrer Schuld durchringen. Zwölf Monate – Zwölf Namen porträtiert die Opfer und ihre Biographien und dokumentiert zwölf Monate vielfältigen öffentlichen Gedenkens.

    Abstract: "Three million Polish Jews were murdered in the Holocaust, wiping out nearly 98 percent of the Jewish population who had lived and thrived there for generations. Night Without End tells the stories of their resistance, suffering, and death in unflinching, horrific detail. Based on meticulous research from across Poland, it concludes that those who were responsible for so many deaths included a not insignificant number of Polish villagers and townspeople who aided the Germans in locating and slaughtering Jews. When these findings were first published in a Polish edition in 2018, a storm of protest and lawsuits erupted from holocaust deniers and from people who claimed the research was falsified and smeared the national character of the Polish people.     Abstract: "Holocaust accounts typically cast Jewish victims as meek, going "like sheep to the slaughter." Given such portrayals, people ask, "Why didn't Jews resist?" But Jews did resist, staging armed uprisings in ghettos and camps throughout Nazi-occupied Europe. This book's goal is not to dispel the myth of Jewish passivity, however; instead, it argues that Jewish resistance deserves explanation. Research on social movements shows that protest occurs when protesters have an opportunity for action and both the material resources and belief in themselves to get their protest off the ground, but members of Jewish resistance movements lacked these factors. So why did they fight back? Using methods of comparative-historical sociology, the book answers this question by comparing three Jewish ghettos during World War II: Warsaw (site of the Warsaw Ghetto Uprising of 1943), Vilna (where activists planned for armed resistance in the ghetto but could not achieve that goal), and Lodz (where no plans for armed resistance emerged). It finds that resistance rested on Jews' assessments of the threats facing them, and especially on their hope for survival. Somewhat ironically, armed resistance took place only once activists reached the critical conclusion that they had no hope for survival and saw such resistance as the best response to their situation. These findings have implications for other examples of resistance under extreme conditions, such as prison riots and rebellions of enslaved people"--

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: East Germany’s ruling party never officially acknowledged responsibility for the crimes committed in Germany’s name during the Third Reich. Instead, it cast communists as both victims of and victors over National Socialist oppression while marginalizing discussions of Jewish suffering. Yet for the 1977 Academy Awards, the Ministry of Culture submitted Jakob der Lügner – a film focused exclusively on Jewish victimhood that would become the only East German film to ever be officially nominated. By combining close analyses of key films with extensive archival research, this book explores how GDR filmmakers depicted Jews and the Holocaust in a country where memories of Nazi persecution were highly prescribed, tightly controlled and invariably political.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: "In 1944, the Yiddish poet Abraham Sutzkever was airlifted to Moscow from the forest where he had spent the winter among partisan fighters. There he was encouraged by Ilya Ehrenburg, the most famous Soviet Jewish writer of his day, to write a memoir of his two years in the Vilna Ghetto. Now, seventy-five years after it appeared in Yiddish in 1946, Justin Cammy provides a full English translation of one of the earliest published memoirs of the destruction of the city known throughout the Jewish world as the Jerusalem of Lithuania. Based on his own experiences, his conversations with survivors, and his consultation with materials hidden in the ghetto and recovered after the liberation of his hometown, Sutzkever’s memoir rests at the intersection of postwar Holocaust literature and history. He grappled with the responsibility to produce a document that would indict the perpetrators and provide an account of both the horrors and the resilience of Jewish life under Nazi rule. Cammy bases his translation on the two extant versions of the full text of the memoir and includes Sutzkever’s diary notes and full testimony at the Nuremberg Trials in 1946. Fascinating reminiscences of leading Soviet Yiddish cultural figures Sutzkever encountered during his time in Moscow--Ehrenburg, Yiddish modernist poet Peretz Markish, and director of the State Yiddish Theatre Shloyme Mikhoels--reveal the constraints of the political environment in which the memoir was composed.     Abstract: The Jewish leftist lawyer Ernst Fraenkel was one of twentieth-century Germany's great intellectuals. During the Weimar Republic he was a shrewd constitutional theorist for the Social Democrats and in post-World War II Germany a respected political scientist who worked to secure West Germany's new democracy. This book homes in on the most dramatic years of Fraenkel's life, when he worked within Nazi Germany actively resisting the regime, both publicly and secretly. As a lawyer, he represented political defendants in court. As a dissident, he worked in the underground. As an intellectual, he wrote his most famous work, The Dual State - a classic account of Nazi law and politics. This first detailed account of Fraenkel's career in Nazi Germany opens up a new view on anti-Nazi resistance - its nature, possibilities, and limits. With grit, daring and imagination, Fraenkel fought for freedom against an increasingly repressive regime.

    Abstract: "The Sephardim in the Holocaust: A Forgotten People embraces the Sephardim of all the countries shattered by the Holocaust and pays tribute to the memory of the more than 160,000 Sephardim who perished. Isaac Jack Lévy and Rosemary Lévy Zumwalt draw on a wealth of archival sources, family history (Isaac and his family were expelled from Rhodes in 1938), and more than one hundred fifty interviews conducted with survivors during research trips to Belgium, Canada, France, Greece, Israel, Mexico, the Netherlands, the former Yugoslavia, and the United States. Lévy follows the Sephardim from Athens, Corfu, Cos, Macedonia, Rhodes, Salonika, and the former Yugoslavia to Auschwitz. The authors chronicle the interminable cruelty of the camps, from the initial selections to the grisly work of the Sonderkommandos inside the crematoria, detailing the distinctive challenges the Sephardim faced, with their differences in language, physical appearance, and pronunciation of Hebrew, all of which set them apart from the Ashkenazim. They document courageous Sephardic revolts, especially those by Greek Jews, which involved intricate planning, sequestering of gunpowder, and complex coordination and communication between Ashkenazi and Sephardic inmates-all done in the strictest of secrecy. And they follow a number of Sephardic survivors who took refuge in Albania with the benevolent assistance of Muslims and Christians who opened their doors to give sanctuary, and traces the fate of the approximately 430,000 Jews from Morocco, Algiers, Tunisia, and Libya from 1939 through the end of the war. The author's intention is to include the Sephardim in the shared tragedy with the Ashkenazim and others. The result is a much needed, accessible, and viscerally moving account of the Sephardim's unique experience of the Holocaust"--

    Abstract: "Anti-Heimat Cinema: The Jewish Invention of the German Landscape studies an overlooked yet fundamental element of German popular culture in the twentieth century. In tracing Jewish filmmakers' contemplations of "Heimat"--A provincial German landscape associated with belonging and authenticity-it analyzes their distinctive contribution to the German identity discourse between 1918 and 1968. In its emphasis on rootedness and homogeneity Heimat seemed to challenge the validity and significance of Jewish emancipation. Several acculturation-seeking Jewish artists and intellectuals, however, endeavored to conceive a notion of Heimat that would rather substantiate their belonging. This book considers Jewish filmmakers' contribution to this endeavor. It shows how they devised the landscapes of the German "Homeland" as Jews, namely, as acculturated, "outsiders within." Through appropriation of generic Heimat imagery, the films discussed in the book integrate criticism of national chauvinism into German mainstream culture from World War One to the Cold War. Consequently, these Jewish filmmakers anticipated the anti-Heimat film of the ensuing decades, and functioned as an uncredited inspiration for the critical New German Cinema"--

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: "Calendars map time, shaping and delineating our experience of it. While the challenges to tracking Jewish conceptions of time during the Holocaust were substantial, Alan Rosen reveals that many took great risks to mark time within that vast upheaval. Rosen inventories and organizes Jewish calendars according to the wartime settings in which they were produced--from Jewish communities to ghettos and concentration camps. The calendars he considers reorient views of Jewish circumstances during the war and show how Jews were committed to fashioning traditional guides to daily life, even in the most extreme conditions. In a separate chapter, moreover, he elucidates how Holocaust-era diaries sometimes served as surrogate Jewish calendars. All in all, Rosen presents a revised idea of time, continuity, the sacred and the mundane, the ordinary and the extraordinary even when death and destruction were the order of the day. Rosen's focus on the Jewish calendar--the ultimate symbol of continuity, as weekday follows weekday and Sabbath follows Sabbath--sheds new light on how Jews maintained connections to their way of conceiving time even within the cauldron of the Holocaust."--Publisher description

    Abstract: In this pathbreaking study of responses to the Holocaust in wartime and postwar Polish literature, Rachel Feldhay Brenner explores seven writers' compulsive need to share their traumatic experience of witness with the world. The Holocaust put the ideological convictions of Kornel Filipowicz, Józef Mackiewicz, Tadeusz Borowski, Zofia Kossak, Leopold Buczkowski, Jerzy Andrzejewski, and Stefan Otwinowski to the ultimate test. Tragically, witnessing the horror of the Holocaust implied complicity with the perpetrator and produced an existential crisis that these writers, who were all exempted from the genocide thanks to their non-Jewish identities, struggled to resolve in literary form. Polish Literature and the Holocaust: Eyewitness Testimonies,1942-1947 is a particularly timely book in view of the continuing debates about the attitudes of Poles toward the Jews during the war. The literary voices from the past that Brenner examines posit questions that are as pertinent now as they were then.     Abstract: This book provides the first dedicated study of the Evian Conference of July 1938, an international initiative called by U.S. President Franklin D. Roosevelt. While on the surface the conference appeared as an attempt to alleviate the distress faced by Jews being forced out of Germany and Austria, in reality it only served to demonstrate that the nations of the world were not willing to accept Jews as refugees. Since the Holocaust, a generally-held assumption has been that the Evian Conference represented a lost opportunity to save Germany’s Jews, and that the conference failed to rescue the Jews of Europe. In this study, Paul Bartrop argues that in fact it did not fail when measured against the original reasons for which it was called. Exposing many of the myths surrounding the meeting, this work addresses a glaring lacuna in the literature of the Holocaust, and places the so-called 'failure' of the Evian Conference into its proper context.

    Abstract: "For more than four hundred years, the Eastern European border town of Buczacz--today part of Ukraine--was home to Poles, Ukrainians, and Jews, all living side by side in relative harmony. Then came World War II, and in the span of a few years the entire Jewish population had been murdered by German and Ukrainian police, while Ukrainian nationalists eradicated Polish residents. The violence lifted as quickly as it began, leaving the survivors searching for answers. In Anatomy of a Genocide, historian Omer Bartov shows that ethnic cleansing doesn't occur, as is so often portrayed in popular history, with the quick ascent of a vitriolic political leader and the unleashing of military might.     Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.
