    Abstract: This collection of articles is tightly focused on metaphors in the prophetic literature of the Hebrew Bible and their later afterlife in Jewish and Christian texts. The essays deal with a wide range of historical, literary, and methodological issues. First, several contributions employ metaphor theory in analysing the biblical texts, both conceptual frameworks such as blending theory and more traditional methods. Second, metaphors are studied both synchronically, that is, in relation to their current literary contexts, and diachronically, that is, mapping how they have been employed and re-interpreted in different ways and different texts throughout time. Third, other contributions read metaphors in light of theoretical frameworks such as feminist criticism, post-colonial theories, or power discourses that uncover aspects of significance often missed in historical studies. Finally, yet other contributions deal with the issue of how to translate metaphors in contemporary contexts

Reuvin Snir studies the contribution of Palestinian literature and theatre to Palestinian nation-building, especially since the 1948 Nakba. Becoming an essential part of the vocabulary of Arab intellectuals and writers, since the 1950s commitment (iltizām) has been employed to indicate the necessity for a writer to convey a message rather than merely create an imaginative work for its own sake. As for hybridization, the author focuses on the role Jews have played in Arabic literature against the backdrop of their contribution to this literature since the pre-Islamic period, and in light of the gradual demise of Arab-Jewish culture in recent years. The blending of elements from different cultures is one of the major phenomena in Arabic literature, certainly in light of its relationship with Islam and its cultural heritage, which has been extending during the last one-and-half millennia

    Abstract: This book presents an empirically based examination of language patterns found among the Israeli Druze community, which is profiled against that of the Arabs in Israel. The results document the emergence of a mixed language previously undescribed and provides a socio-political analysis. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: The present volume focuses on Henry Bate of Mechelen (1246–after 1310), the first scholar to bring Ibn Ezra’s astrological work to the knowledge of Latin readers. The volume has two main objectives. The first is to offer as complete and panoramic an account as possible of Bate’s translational project. Therefore, this volume offers critical editions of all six of Bate’s complete translations of Ibn Ezra’s astrological writings. The second objective is to accompany Bate’s Latin translations with literal English translations and to offer a thorough collation of the Latin translation (with their English translations) against the Hebrew and French source texts. This is volume 2 of a two-volume set

    Abstract: Secrecy and Esoteric Writing in Kabbalistic Literature examines the strategies of esoteric writing that Kabbalists have used to conceal secrets in their writings, such that casual readers will only understand the surface meaning of their texts while those with greater insight will grasp the internal meaning. In addition to a broad description of esoteric writing throughout the long literary history of Kabbalah, this work analyzes kabbalistic secrecy in light of contemporary theories of secrecy. It also presents case studies of esoteric writing in the work of four of the first kabbalistic authors—Abraham ben David, Isaac the Blind, Ezra ben Solomon, and Asher ben David—and thereby helps recast our understanding of the earliest stages of kabbalistic literary history.The book will interest scholars in Jewish mysticism and Jewish philosophy, as well as those working in medieval Jewish history. Throughout, Jonathan V. Dauber has endeavored to write an accessible work that does not require extensive prior knowledge of kabbalistic thought.     Abstract: Although the Enlightenment had seemed to bring an end to the widely held belief that Jews murdered Christian children for ritual purposes, charges of the so-called blood libel were surprisingly widespread in central and eastern Europe on either side of the turn to the twentieth century. Well over one hundred accusations were made against Jews in this period, and prosecutors and government officials in Germany, Austria-Hungary, and Russia broke with long established precedent to bring six of these cases forward in sensational public trials. In Blood Inscriptions Hillel J. Kieval examines four cases-the prosecutions that took place at Tiszaeszlár in Hungary (1882-83), Xanten in Germany (1891-92), Polná in Austrian Bohemia (1899-1900), and Konitz, then Germany, now in Poland (1900-1902)-to consider the means by which discredited beliefs came to seem once again plausible.Kieval explores how educated elites took up the accusations of Jewish ritual murder and considers the roles played by government bureaucracies, the journalistic establishment, forensic medicine, and advanced legal practices in structuring the investigations and trials. The prosecutors, judges, forensic scientists, criminologists, and academic scholars of Judaism and other expert witnesses all worked hard to establish their epistemological authority as rationalists, Kieval contends. Far from being a throwback to the Middle Ages, these ritual murder trials were in all respects a product of post-Enlightenment politics and culture. Harnessed to and disciplined by the rhetoric of modernity, they were able to proceed precisely because they were framed by the idioms of scientific discourse and rationality

    Abstract: Resolving Disputes challenges the consensus that the petitions to the leaders of "the πολίτευμα of the Jews in Herakleopolis" (P.Polit.Iud. 8.4-5) prove that while the Ptolemies granted Jews limited self-governance according to their ancestral traditions, the petitioners nonetheless relied almost exclusively on Ptolemaic Greek law to make their agreements and settle their arguments. Reading the appeals in their proper juridical context, this study shows how these Jewish petitioners in fact made sophisticated use of their ancestral norms, drawing from them principles that complemented and contradicted prevailing Greek law. The Jews appealing to the leaders of the πολίτευμα in Herakleopolis embraced Torah

    Abstract: "This book starts from the assumption that semiotics of culture and social-anthropological studies can offer useful tools to understand large segments and lasting aspects of the kabbalistic tradition. It attempts to study from this perspective the late Sephardi Kabbalah, by examining 16th-century emblematic commentaries that collect and carry on the earlier kabbalistic interpretation of the rabbinic ritual system. Das Buch zeigt aber auch, wie die Einwohnerschaft in den 1930er Jahren in nationale Gruppen aufgespalten wurde und wie sie während des 2. Weltkriegs als deutsch besetztes „Litzmannstadt“ von innen zerstört wurde. Vertreibung und Diskriminierung nach 1945 zerstörten multikulturelle Restbestände.     Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: "Yehuda Halper examines Jewish depictions of Socrates and Socratic questioning of the divine among European and North African Jews of the 12th-15th centuries. Without direct access to Plato, their understanding of Socrates is indirect, based on legendary material, on fragmentary quotations from Plato, or on Aristotle. Out of these sources, Jewish authors of this period formed two distinct views of Socrates: one as a wise, ascetic, monotheist, and the other as a vocal skeptic.     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: This volume aims to show through various case studies how the interrelations between Jews, Muslims and Christians in Iberia were negotiated in the field of images, objects and architecture during the Later Middle Ages and Early Modernity. . By looking at the ways pre-modern Iberians envisioned diversity, we can reconstruct several stories, frequently interwoven with devotional literature, poetry or Inquisitorial trials, and usually quite different from a binary story of simple opposition. The book’s point of departure narrates the relationship between images and conversions, analysing the mechanisms of hybridity, and proposing a new explanation for the representation of otherness as the complex outcome of a negotiation involving integration.     Abstract: explores the various ways that ancient Jewish and Christian writers engaged with and interpreted the Hebrew Bible in antiquity, focusing on physical mechanics of rewriting and reuse, modes of allusion and quotation, texts and text forms, text collecting, and the development of interpretative traditions. Contributions examine the use of the Hebrew Bible and its early versions in a variety of ancient corpora, including the Septuagint, Dead Sea Scrolls, New Testament, and Rabbinic works, analysing the vast array of textual permutations that define ancient engagement with Jewish scripture.     Abstract: In Private Associations and Jewish Communities in the Hellenistic and Roman Cities, Benedikt Eckhardt brings together a group of experts to investigate a problem of historical categorization. Traditionally, scholars have either presupposed that Jewish groups were “Greco-Roman Associations” like others or have treated them in isolation from other groups. Attempts to begin a cross-disciplinary dialogue about the presuppositions and ultimate aims of the respective approaches have shown that much preliminary work on categories is necessary. This book explores the methodological dividing lines, based on the common-sense assumption that different questions require different solutions. Re-introducing historical differentiation into a field that has been dominated by abstractions, it provides the debate with a new foundation. Case studies highlight the problems and advantages of different approaches

    Abstract: In Antisemitic Conspiracy Theories in the Early Modern Iberian World: Narratives of Fear and Hatred , François Soyer offers the first detailed historical analysis of antisemitic conspiracy theories in Spain, Portugal and their overseas colonies between 1450 and 1750. These conspiracy theories accused Jews and conversos , the descendants of medieval Jewish converts to Christianity, of deadly plots and blamed them for a range of social, religious, military and economic problems. Ultimately, many Iberian antisemitic conspiracy theorists aimed to create a ‘moral panic’ about the converso presence in Iberian society, thereby justifying the legitimacy of ethnic discrimination within the Church and society. Moreover, they were also exploited by some churchmen seeking to impose an idealized sense of communal identity upon the lay faithful

    Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

    Abstract: "In Revelations of Ideology, G. Anthony Keddie proposes a new theory of the social function of Judaean apocalyptic texts produced in Early Roman Palestine (63 BCE-70 CE). In contrast to evaluations of Jewish and early Christian apocalyptic texts as "literature of the oppressed" or literature of resistance against empire, Keddie demonstrates that scribes produced apocalyptic texts to advance ideologies aimed at self-legitimation. By revealing that their opponents constituted an exploitative class, scribes generated apocalyptic ideologies that situated them in the same exploited class as their constituents. Through careful historical and ideological criticism of the Psalms of Solomon, Parables of Enoch, Testament of Moses, and Q source, Keddie identifies an internally diverse tradition of apocalyptic class rhetoric in late Second Temple Judaism" ...

    Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Abstract: The Jew in Czech and Slovak Imagination,1938-89 is the first critical inquiry into the nature of anti-Jewish prejudices in both main parts of former Czechoslovakia. The authors identify anti-Jewish prejudices over almost fifty years of the twentieth century, focusing primarily on the post-Munich period and the Second World War (1938–45), the post-war reconstruction (1945–48), as well as the Communist rule with both its thaws and returns to hardline rule (1948–89). It is a provocative examination of the construction of the image of ‘the Jew’ in the Czech and Slovak majority societies, the assigning of character and other traits – real or imaginary – to individuals or groups. The book analyses the impact of these constructed images on the attitudes of the majority societies towards the Jews, and on Holocaust memory in the country

    Abstract: In Jewish, Christian, and Classical Exegetical Traditions in Jerome’s Translation of the Book of Exodus: Translation Technique and the Vulgate , Matthew Kraus offers a layered understanding of Jerome’s translation of biblical narrative, poetry, and law from Hebrew to Latin. Usually seen as a tool for textual criticism, when read as a work of literature, the Vulgate reflects a Late Antique conception of Hebrew grammar, critical use of Greek biblical traditions, rabbinic influence, Christian interpretation, and Classical style and motifs.     Abstract: This report examines spatial planning and policies in Israel. It describes the laws, policies and practices in the country as a whole, and provides a detailed assessment of arrangements and practices in two cities: Netanya, a fast-growing city on the Mediterranean coast; and Umm al-Fahm, the country’s third-largest city with a predominantly Arab population. Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

    Abstract: In Justifying Christian Aramaism Eveline van Staalduine-Sulman explores how Christian scholars of the sixteenth and early seventeenth century justify their study of the Targums, the Jewish Aramaic translations of the Hebrew Bible. She focuses on the four polyglot Bibles – Complutum, Antwerp, Paris, and London –, and describes these books in the scholarly world of those days. It appears that quite a few scholars, Roman-Catholic, protestant, and Anglican, edited Targumic books and translated these into Latin. The book reveals a stimulating and conflicting period of the Targum reception history and is therefore relevant for Targum scholars and historians interested in the history of Judaism, Church history, the history of the book, and the history of Jewish-Christian relationships.
