    Abstract: This book explores the way that the Torah was appreciated and interpreted as a text and symbol in Christian and Jewish sources from the Second Temple period through the Middle Ages. It tracks the development and complex interactions of three images of Torah— “God-like,” “Angelic,” and “Messianic”— which are found in late-antique Jewish and Christian materials as well as in medieval kabbalistic and Jewish philosophic sources.     Abstract: This book presents an empirically based examination of language patterns found among the Israeli Druze community, which is profiled against that of the Arabs in Israel. The results document the emergence of a mixed language previously undescribed and provides a socio-political analysis.     Abstract: The Hellenistic period was a pivotal moment in the history of the Jewish priesthood. The waning days of the Persian empire coincided with the continued ascendance of the high priest and Jerusalem temple as powerful political, cultural, and religious institutions in Judea. The Aramaic Scrolls from Qumran, only recently published in full, testify to the existence of a flourishing but previously unknown Jewish literary tradition dating from the end of Persian rule to the rise of the Hasmoneans. Throughout this book, Robert Jones analyzes how Israel’s priestly institutions are represented in these writings, and he demonstrates that they are essential for understanding the Jewish priesthood at this crucial stage in its history

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Die Gesetzesthematik ist im hebräischen Esterbuch omnipräsent. Einerseits erzählt es von einem Königreich, in dem es für fast alles ein Gesetz gibt. Andererseits wird die Ausrottung von Esters und Mordechais Volk damit begründet, dass es anderen als den königlichen Gesetzen folge. Trotz dieses Befundes fehlt eine umfassende Untersuchung zu Bedeutung und Funktion des Themas. Die vorliegende Studie nimmt sich dieser Aufgabe an. Unter Berücksichtigung von Motivkonstellationen und intertextuellen Bezügen bietet sie eine ausführliche Analyse dieser Erzählfassung, die Gott bekanntlich unerwähnt lässt. Die Analyse erlaubt den Schluss, dass insbesondere der Motivkomplex "König als Ordnungsinstanz" eine theologische Dimension einspielt, denn im Spiegel irdisch-königlicher Rechtsverdrehung gewinnen der wahre Gottkönig JHWH und seine Tora an Kontur. Schließlich bietet die Studie eine Einordnung der Erzählung als Beitrag zum Toradiskurs der vormakkabäischen hellenistischen Zeit

    Abstract: Questions of purity are dealt with in a variety of ways in ancient texts. A key to understanding lies in the significance purity has for the construction, description and maintenance of social identity and how this affects representations of purity.Reinheitsfragen werden in antiken Texten vielfältig verhandelt. Ein Schlüssel zum Verständnis liegt dabei in der Frage, welche Bedeutung Reinheit für die Konstruktion, Beschreibung und den Erhalt sozialer Identität hat und wie sich dies auf Reinheitsdarstellungen auswirkt
    Abstract: Why do questions of purity play a minor role in the New Testament when the majority of the texts are of Jewish origin and character? To answer this question, the present study analyses the forming of identity as a central function to purity in ancient Jewish sources. Using the theory of social identity according to Henri Taijfel and John Turner, Milena Hasselmann examined the importance of purity texts in the New Testament and in other ancient Jewish sources for the construction of social identity. On a broad basis of sources and with the help of Hebrew-language literature, which is little received in the German and English-language scientific context, it becomes a meaningful picture that places the purity texts of the New Testament in its wider environment. In doing so, she shows that the New Testament's handling of questions of purity is to be seen in continuity rather than discontinuity with other ancient traditions. Warum nehmen Reinheitsfragen einen verhältnismäßig geringen Stellenwert im Neuen Testament ein, wenn die Texte mehrheitlich jüdischen Ursprungs und jüdischer Prägung sind? Dieser Frage geht die vorliegende Studie nach und setzt zu ihrer Beantwortung bei einer zentralen Funktion, die Reinheit in anderen antiken jüdischen Quellen zukommt, ein: Reinheitsbestimmungen sind identitätsstiftend. Mit der Theorie der Sozialen Identität nach Henri Tajfel und John Turner untersucht Milena Hasselmann, welche Bedeutung Reinheitstexte im Neuen Testament und in anderen antikjüdischen Quellen für die Konstruktion sozialer Identität haben. Auf einer breiten Quellenbasis und unter Hinzuziehung hebräischsprachiger Literatur, die im deutsch- und englischsprachigem Wissenschaftskontext wenig rezipiert wird, entwirft sie ein aussagekräftiges Bild, das die Reinheitstexte des Neuen Testament in dessen weitere Umwelt einordnet. Sie zeigt damit, dass der neutestamentliche Umgang mit Reinheitsfragen in Kontinuität zu anderen antiken Traditionen zu sehen ist

    Abstract: The translation of the Torah into Greek in Alexandria is an intriguing puzzle. Why was it undertaken at all? Was it a need of the Alexandrian Jews? Or did the Jewish wisdom intrigue the Egyptian ruler? Is the legend of the miraculous creation of the Septuagint a manifesto of cultural assimilation into the Hellenic culture? Does the Alexandrian Greek biblical exegesis, especially that of Philo, aim to break with the Hebrew tradition? According to this book, Philo, although not fluent in Hebrew himself, moves in the same shared Hebrew-Greek Torah universe that a closer look on the Septuagint legend reveals as well. Die Übersetzung der Tora ins Griechische in Alexandrien ist ein intrigierendes Rätsel. Warum wurde sie überhaupt unternommen? War sie ein Bedürfnis der alexandrinischen Juden?     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

In Gelübde im antiken Judentum und frühesten Christentum Daniel Schumann aims to trace the earliest discourses on vows, as they are recorded in ancient Jewish and early Christian sources from the time of the Second Temple. He also shows how Judaism and Christianity have participated in ancient forms of vow-making since late antiquity and how they also have developed these discourses further. By presenting these discourses on the basis of a broad range of sources, he reveals how in Jewish as well as in Christian perception, voices of esteem but also of reservation have been raised throughout the centuries. After all, vows are a cult-practical exercise in which well-being and disaster are in closer proximity than in most other acts of devotion

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: In The Theological Profile of the Peshitta of Isaiah , Attila Bodor explores theological elements in the book of Isaiah as represented in the Peshitta. Through a close study of its interpretative renderings, the author shows that this lesser-known ancient version is not only an important witness to textual history and a repository of early exegetical traditions but also testifies to the beliefs of the early Syriac-speaking community from which the Peshitta emerged. In the monograph, sixty-three Peshitta divergences from the Hebrew version of Isaiah are collected and analyzed in order to illustrate the theological implications and the impact of these divergent renderings on the interpretation and reception of the major Isaianic themes that treat God, the Messiah, and the people of God

    Abstract: Blick ins Buch In Europa tritt verstärkt ein „neuer antizionistischer Antisemitismus“ auf. Mit dem Verblassen der Erinnerung an die Shoah, Sekundärantisemitismus und dem Glauben an ein geeintes Europa, das nationalstaatliche Denkweisen überwindet, findet sich ein zunehmend kritisches Denken gegenüber dem Zionismus. Israel wird zum “Juden unter den Völkern”. Antisemitische Kritik am Staat Israel kommt aus verschiedenen Richtungen: von rechts (Rassismus), links (Kapitalismuskritik und Antizionismus) und vom politischen Islam (Übernahme antijüdischer Polemik aus religiösen Schriften). Diese Mischung zeigt sich in sogenannten „Cultural Codes“, in Form von teils christlich, teils muslimisch geprägten Motiven, die jedoch einen antisemitischen Hintergrund haben. „Auge um Auge, Zahn um Zahn“, „Rache“ oder „Wallstreet“ sind solche codierten Schlagwörter, die sich regelmäßig auch in deutschsprachigen Medien finden. Raimund Fastenbauer vergleicht erstmals die Verwendung solcher antisemitischen Motive im Internet und anderen Medien islamisch geprägter Länder mit jenen in deutschsprachigen Printmedien und weist so den starken Einfluss nach, den diese „Codes“ in der öffentlichen Wahrnehmung haben.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: In Essen im antiken Judentum und Urchristentum untersucht Christina Eschner die Auseinandersetzungen zum jüdischen Gesetz innerhalb des Urchristentums vor dem Hintergrund vergleichbarer Diskurse im antiken Judentum. Sie kommt zu dem Ergebnis, dass die urchristlichen Diskurse zum Essen nicht auf eine vollständige Abschaffung der entsprechenden jüdischen Gesetzesanordungen zielen. In Essen im antiken Judentum und Urchristentum Christina Eschner examines the Early Christian disputes about the Jewish law against the background of Ancient Jewish discourses on commands of the law, in order to situate the Early Christian practice of the law within its broader context. Jewish sources include the Dead Sea Scrolls, Jewish writings in Greek and early rabbinic texts. This study focusses on rules concerning prohibited food, table fellowship and the permissible way of food intake. Pagan traditions are also considered. Thus, the work has an interdisciplinary orientation, discussing issues at the junction of New Testament studies, Classics, Ancient History and Jewish studies. It concludes that Early Christian food discourses do not aim for the complete abolition of the law

    Abstract: Despite scholars’ ongoing historical and sociological investigations into the ancient family, the right and the status of the firstborn son have been rarely explored by NT scholars, and this topic has not attracted the careful attention that it deserves. This work offers a study of the meaning of the firstborn son in the New Testament paying specific attention to the concept of primogeniture in the Old Testament and Jewish literature. This study argues that primogeniture was a unique institution in Jewish society, and that the title of the firstborn son indicates his access to the promise of Israel, and is associated with the right of the inheritance (i.e., primogeniture) including the Land and the special status of Israel

Daley’s book, The Textual Basis of English Translations of the Hebrew Bible , moves us beyond existing uncertainties about the textual basis of modern Bible translations to a fresh understanding of the text-critical constitution of well-known English translations of the past four hundred years. Most translations depart from the Masoretic Text selectively, and in-depth analysis of their textual decisions leads (1) to the identification of distinct periods in the textual history of the English Bible, (2) to a classification of the translations by eclectic type, and (3) to the observation that each translation is ultimately unique from a text-critical perspective.     Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

    Abstract: In Hebrews and the Temple Philip Church argues that the silence of Hebrews concerning the temple does not mean that the author is not interested in the temple. He writes to encourage his readers to abandon their preoccupation with it and to follow Jesus to their eschatological goal. Following extensive discussions of attitudes to the temple in the literature of Second Temple Judaism, Church turns to Hebrews and argues that the temple is presented there as a symbolic foreshadowing of the eschatological dwelling of God with his people. Now that the eschatological moment has arrived with the exaltation of Christ to the right hand of God, preoccupation with the temple and its rituals must cease

Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

    Abstract: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

Drawing on the methodology developed in the bi-annual report on well-being in OECD countries – How's Life? – this report extends the methodology to provide in an-depth examination of well-being in a single OECD country. The report examines well-being in Israel in the context of the Israeli government's recent initiative to develop indicators of well-being, resilience, and sustainability, and provides a complementary account of well-being in Israel with a stronger focus on international comparisons. Going beyond a simple statistical description of the level and distribution of well-being in Israel, the report also uses Israel as a case study of how well-being measures can be used to identify areas of high policy relevance. In particular, the report analyses the preferences of Israeli citizens across the different dimensions of the OECD well-being framework. Finally, the report reviews the Israeli statistical system from the perspective of measuring well-being, and notes the key areas where further statistical development is desirable. Measuring and Assessing Well-being in Israel is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index, an interactive website that aims to involve citizens in the debate about what a better life means to them.

    Abstract: In Turning Proverbs towards Torah , Elisa Uusimäki offers the first monograph on the early Jewish wisdom text 4Q525 from Qumran. Following the reconstruction of the fragmentary manuscript, Uusimäki analyses the text with a focus on the reception and renewal of the Proverbs tradition and the ways in which 4Q525 illustrates aspects of Jewish pedagogy in the late Second Temple period. She argues that the author was inspired by Proverbs 1-9 but sought to demonstrate that true wisdom is found in the concept of torah. He also weaved dualistic elements and eschatological ideas into the wisdom frame. The author's intention, Uusimäki argues, is to form the audience spiritually, encouraging it to trust in divine protection and blessings that are bestowed upon the pious

    Abstract: "In The Danielic Discourse on Empire in Second Temple Literature, Alexandria Frisch asks: how did Jews in the Second Temple period understand the phenomenon of foreign empire? In answering this question, a remarkable trend reveals itself--the book of Daniel, which situates its narrative in an imperial context and apocalyptically envisions empires, was overwhelmingly used by Jewish writers when they wanted to say something about empires. This study examines Daniel, as well as antecedents to and interpretations of Daniel, in order to identify the diachronic changes in perceptions of empire during this period. Oftentimes, this Danielic discourse directly reacted to imperial ideologies, either copying, subverting, or adapting those ideologies. Throughout this study, postcolonial criticism, therefore, provides a hermeneutical lens through which to ask a second question: in an imperial context, is the Jewish conception of empire actually Jewish?"--

    Abstract: In Exegeting the Jews: The Early Reception of the Johannine \'Jews\' , Michael G. Azar analyzes the rhetorical function of the Gospel of John’s \'Jews\' in the earliest surviving full-length expositions of John in Greek: Origen’s Commentary on John (3rd century), John Chrysostom’s Homilies on John (4th century), and Cyril of Alexandria’s Commentary on John (5th century). While scholarship often has portrayed the reception history ( Wirkungsgeschichte ) of the Gospel’s “Jews” as simply and uniformly anti-Jewish or antisemitic, Azar demonstrates that these three writers primarily read John’s narrative typologically, employing the situation and characters in the Gospel not against contemporary Jews with whom they regularly interacted, but as types of each patristic writer’s own intra-Christian struggle and opponents

    Abstract: Promoting competition to enhance productivity at the firm level and resulting income and growth improvement and a lower cost of living is an important economic and social challenge in Israel. Consistent evidence shows multiple deficiencies leading to a dual functioning of the economy between exposed and sheltered sectors. Product markets are hampered by regulations that are far from best practice. Because of its geographical and geopolitical situation, Israel is less open to foreign trade than other small OECD countries. Moreover, its product markets feature monopolies in many sectors. Addressing these issues have been high on the policy agenda since the 2011 “tent protests”, and the authorities have adopted or launched reforms in many domains since then. However, further increases in foreign trade exposure by lowering non-tariff barriers, making regulation more competition-friendly in network industries, especially electricity, and reducing the oligopolistic structure of the food and banking sectors would still have considerable economic payoffs.This Working Paper relates to the 2016 OECD Economic Review of Israel www.oecd.org/eco/surveys/economic-survey-israel.htm

    Abstract: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

    Abstract: In Ontological Aspects of Early Jewish Anthropology , Tyson L. Putthoff explores early Jewish beliefs about how the human self reacts ontologically in God’s presence. Combining contemporary theory with sound exegesis, Putthoff demonstrates that early Jews widely considered the self to be intrinsically malleable, such that it mimics the ontological state of the space it inhabits. In divine space, they believed, the self therefore shares in the ontological state of God himself. The book is critical for students and scholars alike. In putting forth a new framework for conceptualising early Jewish anthropology, it challenges scholars to rethink not only what early Jews believed about the self but how we approach the subject in the first place

    Abstract: Israel is a young country with still dynamic population growth, but it is already beginning to face the consequences of population ageing. The pension system relies largely on mandatory private retirement saving, which will moderate the long-term fiscal impact. Yet, there are questions about the fairness of the pension system, given the regressive nature of some of its tax provisions, its ability to effectively protect the most vulnerable elderly, whose poverty rate is high, as is the case for the rest of the population, and its efficiency in securing and valuing these retirement savings to guarantee pension adequacy. This review examines ways forward for policy to address these issues by reinforcing the protective role of basic pensions, by encouraging people to work longer and by improving the fairness and effectiveness of the system’s second pillar.     Abstract: In Nuptial Symbolism in Second Temple Writings, the New Testament and Rabbinic Literature , André Villeneuve examines the ancient Jewish concept of the covenant between God and Israel, portrayed as a marriage dynamically moving through salvation history. This nuptial covenant was established in Eden but damaged by sin; it was restored at the Sinai theophany, perpetuated in the Temple liturgy, and expected to reach its final consummation at the end of days. The authors of the New Testament adopted the same key moments of salvation history to describe the spousal relationship between Christ and the Church. In their typological treatment of these motifs, they established an exegetical framework that would anticipate the four senses of Scripture later adopted by patristic and medieval commentators

    Abstract: This work offers a seminal research into Arabic translations of the Pentateuch. It is no exaggeration to speak of this field as a terra incognita. The textual evidence for this study is exclusively based on a corpus of about 150 manuscripts, containing the Pentateuch in Arabic or parts thereof

    Abstract: Ancient Near Eastern empires, including Assyria, Babylon and Persia, frequently permitted local rulers to remain in power. The roles of the indigenous elites reflected in the Nehemiah Memoir can be compared to those encountered elsewhere. Nehemiah was an imperial appointee, likely of a military/administrative background, whose mission was to establish a birta in Jerusalem, thereby limiting the power of local elites. As a loyal servant of Persia, Nehemiah brought to his mission a certain amount of ethnic/cultic colouring seen in certain aspects of his activities in Jerusalem, in particular in his use of Mosaic authority (but not of specific Mosaic laws). Nehemiah appealed to ancient Jerusalemite traditions in order to eliminate opposition to him from powerful local elite networks

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: Israel’s agriculture is unique amongst developed countries in that land and water resources are nearly all state-owned and that agricultural production is dominated by co-operative communities. Israel is a world leader in agricultural technology, particularly in farming in arid conditions. This Review measures support provided to Israeli agriculture and evaluates the effectiveness of current agricultural policy measures. Israel has made progress in removing policies that distort trade, and resource allocation and support to agriculture is lower than the OECD average. However, the government still plays an important role. The report suggests further agricultural policy reforms to reduce costs for consumers and taxpayers and to improve the efficiency of current policy measures. A special focus of the report is the environmental performance of Israeli agriculture. This is already an issue with scarce land and water resources, accentuated by the overarching issue of climate change. The Review examines agriculture’s performance with respect to water resources and pollution, soils, biodiversity, air emissions and climate change. It concludes that strengthening policy coherence, especially in improving the management of water resources in agriculture, is important.
