Abstract:
Examines parliamentary committee discussions about the draft of the second anti-Jewish law (1939) in Hungary, and discusses its racism. Presents the official reasoning for the proposal, the intention to prevent immigration of Jews to Hungary, the "leniency" of the first anti-Jewish law, and the impossibility of its execution, for which the Jews were blamed. Supporters of the draft considered it a defensive measure to protect the Hungarian race. The opposition said it was meant to court the Germans, as well as an attempt to divert attention from other problems. Lists cases of exemptions. Part two of the article relates the detailed discussion which began after the general debate in committee. Most of the changes made were additional restrictions. An amendment made it possible to consider converts with only one Jewish parent or maximum two Jewish grandparents as non-Jews. Discusses aspects of the law in which Jews were disenfranchised and restricted in regard to education and professions.
