    Abstract: "An account of the design of West Bank settlements from 1967, when housing settlements were still an abstract idea, to the present, when they have become hotly contested. It addresses the complicated relationship between politics and the built environment and questions assumptions about politics and the built environment. The author looks closely at five settlements-Hebron, Ofra, Nofim, Beitar Illit, and Pnei Kedem-to analyze the settlement movement, the country Israel has become since 1967, and, more broadly, "the production of space in sites of political conflict." For Shoked, the role of contingency is key: government policy shaped the design of settlements, but so too did other actors. As Shoked writes, "the analytic categories of expert and user, above and below, frequently dissolve in the unfolding process of design, construction, and inhabitation.""--

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: "This book is an updated and expanded study of the manner in which the Supreme Court of Israel has related to petitions challenging actions of the Israeli authorities in the territories occupied by Israel during the 1967 War. The first edition of the study was published two decades ago by one of the present authors, David Kretzmer. The original work was completed just before the second intifida began in September 2000. It covered decisions of the Supreme Court both during the formative years of the Court's jurisprudence on the occupation, and during the first intifada that broke out in December 1987. As stated in the preface to the first edition, the beginning of the second intifada proved that the hopes that the historic Oslo Accords between Israel and the PLO (1993-1995) would lead to peace between Israel and the Palestinians and to the end of the occupation were premature. At the present time (2020) an end to direct Israeli control over the West Bank and restrictions on life in Gaza does not seem to be in sight. The so-called peace plan published by the Trump Administration in February 2020, as we were completing the manuscript, does not alter that picture, although it may contribute to changes in the regime in the West Bank. Much that has happened since the first edition was published has affected the type of cases that reach the Supreme Court, and consequently the topics covered in this study. After a wave of suicide bombings in Israel in 2001 and 2002 the IDF embarked on a military operation in the West Bank. This operation and subsequent hostilities between the IDF and armed Palestinian groups yielded a host of petitions relating to means and methods of warfare and to judicial review during active hostilities. In 2002 the Israeli government began the construction of a separation barrier in the West Bank, the declared purpose of which was to make it more difficult for potential Palestinian terrorists to enter Israel itself. The barrier's route not only spurred close to two hundred petitions to the Supreme Court; it was also the subject of an advisory opinion by the International Court of Justice. In August 2005 Israel withdrew its armed forces and civilian settlements from the Gaza Strip under the Disengagement Plan, and the government announced that Israel no longer had responsibility for Gaza. Controversy arose whether Gaza remained occupied territory. In 2006 the Hamas movement gained control over Gaza and the Government of Israel declared Gaza to be 'hostile territory.' The relations between Israel and Gaza have been tense ever since, with firing of rockets and bombs on Israeli towns and villages, severe restrictions on supply of goods to Gaza and movement of people between Gaza and the West Bank, and periods of active hostilities between Israel and Gaza. Since the first edition of this study was completed there has been a dramatic expansion in the number of Israeli settlements and settlers in the West Bank. This expansion has had various legal and practical consequences, including the emergence of two different legal regimes applicable to Israelis and to Palestinians resident in the West Bank"--

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: "Film came to the territory that eventually became Israel not long after the medium was born. Casting a Giant Shadow is a collection of articles that embraces the notion of transnationalism to consider the limits of what is "Israeli" within Israeli cinema. As the State of Israel developed, so did its film industries. Moving beyond the early films of the Yishuv, which focused on the creation of national identity, the industry and its transnational ties became more important as filmmakers and film stars migrated out and foreign films, filmmakers, and actors came to Israel to take advantage of high-quality production values and talent. This volume, edited by Rachel Harris and Dan Chyutin, uses the idea of transnationalism to challenge the concept of a singular definition of Israeli cinema.     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Yiddish in Israel challenges the commonly held view that Yiddish was suppressed or even banned by Israeli authorities for ideological reasons, offering instead a radical new interpretation of the interaction between Yiddish and Israeli Hebrew cultures. Author Rachel Rojanski tells the compelling and yet unknown story of how Yiddish, the most widely used Jewish language in the pre-Holocaust world, fared in Zionist Israel, the land of Hebrew. Following Yiddish in Israel from the proclamation of the State until today, Rojanski reveals that although Israeli leadership made promoting Hebrew a high priority, it did not have a definite policy on Yiddish. The language's varyfortunerute through the years was shaped by social and political developments and the cultural atmosphere in Israel. Public perception of the language and its culture, the rise of identity politics, and political and financinterestsrsts all played a part. Using a wide range of archival sources, newspapers , and Yiddish literature, Rojanski follows the Israeli Yiddish scene through the history of the Yiddish press, Yiddish theater, early Israeli Yiddish literature, and high Yiddish culture. With compassion, she explores the tensions during Israel's early years between Yiddish writers and activists and Israel's leaders, most of whom were themselves Eastern European Jews balancing their love of Yiddish with their desire to promote Hebrew. Finally, Rojanski follows Yiddish into the 21st century, telling the story of the reviinteresterst in Yiddish among Israeli-born children of Holocaust survivors as they return to the language of their parents

    Abstract: "Anti-Heimat Cinema: The Jewish Invention of the German Landscape studies an overlooked yet fundamental element of German popular culture in the twentieth century. In tracing Jewish filmmakers' contemplations of "Heimat"--A provincial German landscape associated with belonging and authenticity-it analyzes their distinctive contribution to the German identity discourse between 1918 and 1968. In its emphasis on rootedness and homogeneity Heimat seemed to challenge the validity and significance of Jewish emancipation. Several acculturation-seeking Jewish artists and intellectuals, however, endeavored to conceive a notion of Heimat that would rather substantiate their belonging. This book considers Jewish filmmakers' contribution to this endeavor. It shows how they devised the landscapes of the German "Homeland" as Jews, namely, as acculturated, "outsiders within." Through appropriation of generic Heimat imagery, the films discussed in the book integrate criticism of national chauvinism into German mainstream culture from World War One to the Cold War. Consequently, these Jewish filmmakers anticipated the anti-Heimat film of the ensuing decades, and functioned as an uncredited inspiration for the critical New German Cinema"--

    Abstract: "What paths did true believers take to Nazism? Why did they join what was initially a small, extremist, and often violent movement on the fringes of German politics? When the party began its election campaigning after 1925, why did people vote for it only grudgingly, though in the Great Depression years, make it the largest in the country? Even then, many millions withheld their support, as they would, if covertly, in the Third Reich. Were the recruits simply converted by hearing a spell-binding Hitler speech? Or did they find their own way to National Socialism? How was this all-embracing theory applied in the Third Reich after 1933 and into the catastrophic war years? To what extent did people internalize or consume the doctrine of National Socialism, or reject it? In the first half of the book I examine how ordinary people became Nazis, or at least supported the party and voted for it in elections down to 1933. We need to remember, that Hitler squeaked into power with the help of those in positions of power who wanted to get rid of democracy, "forever." Into the Third Reich I trace how the regime applied its teachings to major domestic and foreign political events, racial persecution, and cultural developments, including in art and architecture, and how people reacted or behaved in that context. This story begins with a focus on Hitler. Like millions of others after Germany's lost war, he was psychologically adrift, searching for answers, and some kind of political salvation. How did he find the tiny fringe group, the German Workers' Party (DAP), that he and a few others transformed in 1920 into the imposing-sounding National Socialist German Workers' Party (NSDAP), or Nazi Party? Insofar as Hitler had fixed ideas at the end of the Great War in 1918, high on the list was nationalism, in spite of the aspersions cast against it by mutinous sailors and rebellious soldiers tired of the fighting. Some aspects of what became his doctrine or ideology, stemmed from the cluster of ideas, resentments, and passions widely shared in Germany at that time. His views and those of his comrades also reflected the fact that Germany was already a nation with a great deal of egalitarianism baked into its political culture. Almost without exception, the Nazis emphasized all kinds of socialist attitudes, to be sure a socialism "cleansed" of international Marxism and communism.
