Abstract:
Discusses legislation in Morocco in the 19th century which deprived Jews of basic rights - e.g. Muslims who murdered Jews were usually not punished. Relates an incident which took place in N'tifa (a small town near Marrakesh) in 1880, in which the local ruler, Abdullah ibn al-Hassan Z'nagwi, falsely accused a wealthy 65-year-old Jew, Ya'akov Dahan, of having relations with a Muslim woman. Z'nagwi ordered Dahan to be beaten to death, and then confiscated his property. The Jews reported the incident to the British ambassador, John Drummond Hay, who reported it to the Sultan with a request that Z'nagwi be punished. He also demanded justice from the Grand Vizier, but the latter was uncooperative and branded the Jews in general as troublemakers. Hay persisted in his efforts to curb both corruption among the Moroccan rulers and the rising crime rate (in 1880, 200 Jews were killed by Muslims in Morocco). Thanks to his efforts, Dahan's son received $3,700 in compensation for his father's murder, but the ruler of N'tifa was never punished for this crime.
