Abstract:
Discusses an antisemitic memorandum submitted in 1791 by the mayor of Königsberg, Theodor Gottlieb von Hippel, to the Prussian minister Friedrich Leopold von Schroetter. (The memorandum was published many years after his death under the title "Über die bürgerliche Verbesserung der Juden", an allusion to Dohm's essay, to which, however, Hippel was utterly opposed.) Although Prussia at the time was adopting more liberal policies toward Jews, and Hippel himself was a man of the Enlightenment, he saw the Jews as irremediable; the Orthodox Jews would never assimilate and the intellectuals were dangerous deists. He stated that Jews had had no part in the establishment of the states in which they demanded rights, did not serve in the army, were lazy and deceitful, and had a harmful influence on society. Schroetter enthusiastically agreed with this view. Fifty years later, Hippel's nephew of the same name wrote a memorandum to the Prussian government demanding emancipation for the Jews.
