Abstract: Emphasizes antisemitism, compliancy, and Hitler's absolute power as factors behind the murder of the Jews in the Holocaust. The decision-making process in Nazi Germany, which concentrated all power in Hitler, caused high-ranking officers, ministers, and other officials to support his program in the hope of benefits. Although Hitler's obsessive hatred of the Jews was the primary driving force, the atmosphere and time in which crucial decisions were made also played a role. Argues that the Final Solution was decided on in mid-September 1941, when optimism reigned in German headquarters. The Romanian and Bulgarian governments initially participated in the anti-Jewish actions, when Germany seemed to be winning the war. They, too, were driven by compliancy, like Himmler, Göring, and Heydrich, who were only partly motivated by antisemitism.
