Kurzfassung:
The Ribbentrop-Molotov pact and the subsequent agreements between Germany and the USSR on the new border between the two states generated the problem of population exchange. Presents the text of a Soviet report sent to Molotov in February 1940, which mentions a proposal on the German side that the Soviets take in all Jews to be deported from the Reich and settle them in Birobidzhan and Ukraine, as well as a preliminary agreement that the Soviets take in only Belorussians, Ukrainians, and Russians. Argues that the German proposal concerned Polish Jews, and that the fate of the latter was discussed in talks between the two countries in August-October 1939. The Nazis wanted first and foremost to repatriate ethnic Germans from the Soviet-occupied area and from the Baltic states (that were acceded to the Soviets) and, with this goal in view, they wanted to cleanse their zone of occupation of Jews. Contends that the "Endziel" (final goal) mentioned by Heydrich in his directive of 21 September 1939 was the expulsion of Polish Jews to the Soviet side. However, the Soviets refused to bear responsibility for masses of Poles or Jews. Jewish refugees from German-held territories were admitted officially only until 22 October 1939, and the Nazis did their utmost to push as many Jews as possible to the Soviet side during this short period. Unofficially, the practice of pushing Jews across the new border and their admission to the USSR continued until December 1939. The hermetic closure of the Soviet border to Jews fleeing Poland in that month led to the German proposal to take all the Jews of the "Reich" and to the Soviets' repeated refusal to do so.
