Abstract:
An expanded version of a lecture delivered at the 7th International Congress of Holocaust Researchers, Yad Vashem, March 1989. Outlines the political circumstances that led to the Evian Conference of 1938, convened to find solutions for the masses of refugees, in particular German and Austrian Jews, persecuted by the Nazis. also examines the attitude of concerned Jewish communities around the world and the Zionist movement (which opposed emigration not directed to Palestine) towards the proposed solutions. The increase of tension between the democracies and the dictatorships in the years preceding the war, the decrease in international cooperation, the effects of the economic depression, and the intensification of antisemitism all jeopardized the realization of effective solutions to the refugee problem.
