    Abstract: Argues that Hitler's declaration in January 1939 that a world war would mean the extinction of the Jews exactly describes his choice of strategy. As long as he believed that he could attain world domination by defeating the European states and then the U.S., one by one, he planned that the Final Solution to the Jewish question (apparently by deportation, not extermination) should take place only after the war. At this stage, killing of Jews was relatively limited. On 15 August 1941, Hitler was alarmed by the Atlantic Charter and Roosevelt's and Churchill's message of support for the USSR. He imagined that his prophecy was coming true: a Jewish conspiracy was uniting the nations in a world war against him. World domination no longer seemed possible, and Hitler set more limited objectives for the war. Simultaneously, he ordered an immediate start to the extermination of the Jews. Thereafter, the order of precedence - pursuit of the war or extermination of the Jews - fluctuated with Hitler's perception of his chances for victory; but generally the greater emphasis remained on the extermination of the Jews.
