    Abstract: Presents a document from the archive of David Jacob Simonsen (1853-1932), former chief rabbi of Denmark, who headed relief work for the Jews of Eastern Europe during World War I. The archive is now in the Royal Library of Copenhagen. The document is a proclamation in Hebrew and Yiddish by the joint German-Austrian high command to the Jews of Poland, promising them liberation from oppressive Tsarist rule. It reflects plans then current in Germany to create a Central European union in which the nationalities would enjoy religious-cultural autonomy. Many Jews welcomed these plans in view of the hostile attitude of the Russian authorities, who accused the Jews in the war zone of espionage and carried out mass expulsions. The accusations were encouraged by hostile Poles and often reflected traditional stereotypes.
