Discusses the reactions of the rival leaders of Anglo-Jewry, Lord Nathaniel Rothschild and Samuel Montagu, to the Russian government's edict restricting Jewish residence in Moscow in April 1891. Rothschild's support for the cancellation of the Russian loan by the French Rothschilds was partly due to British foreign policy considerations and not only a reaction to Russian antisemitism. He supported Salisbury's anti-Russian policy and the isolation of France. Montagu supported Gladstone's anti-Turkish policy. He joined the Hovevei Zion movement in April 1891 and advocated Russian Jewish emigration to Eretz Israel. Discusses the British policy issues involved in the divergent reactions and the politicization of Anglo-Jewish society.
