Abstract:
In 1891, the U.S. government named a five-member commission, headed by John B. Weber, commissioner of immigration in New York, to investigate the conditions which had led to the growth in immigration to the U.S. In the course of this investigation, Weber's commission examined the conditions which had led to the mass exodus of Jews from Russia. Pp. 18-54 present the parts of the text from the commission's report (1891) which list restrictive Russian laws against the Jews that were in force during the reign of Alexander III, as well as the decree for expulsion of the Jews from Moscow in 1891 and the secret circular to the police on the implementation of the decree.
