    Abstract: Describes, in detail, the fate of the Jews of Budapest between October 1944-February 1945, during the rule of the Arrow Cross party and the Soviet siege of Budapest, when many of the Jews in Budapest were murdered by Arrow Cross gangs. Traces the involvement of Pál Szalai - an Arrow Cross party member who was nominated in November 1944 as the coordinator between the party and the Hungarian police in Budapest - in some rescue acts related to Budapest and its ghettos, some of which were initiated by Raoul Wallenberg. Contends that although Szalai is connected to some rescue acts, he was just one factor in a long and complicated line of circumstancial actions which were not initiated by him. Therefore, he could hardly be a candidate for the award of "Righteous among the Nations".

    Abstract: Analyzes Miklós Kállay's attitudes toward Germany, the war, and Germany's demands regarding Hungary's policy on the Jews between March 1942-March 1944. Relates, in detail, Nazi Germany's attempts to induce Hungary to apply the "Final Solution" in her territories prior to March 1944. Describes Kállay's attitude toward Jews and the anti-Jewish legislation implemented by his government, especially with regard to the forced labor in military battalions and the ownership of agricultural land and forests. Kállay was a conservative antisemite, who did not dare to challenge the traditional Hungarian attitude toward the Jews. However, he consistently refused to comply with the Nazis' demands regarding the Jews. He intended to use the Jews as a bargaining counter in the negotiations at the end of the war.
