Abstract:
The conspicuous recrudescence of antisemitism worldwide in 1990-2010 impelled Jewish organizations to seek redress at the international level, in particular through the medium of inter-governmental organizations. Discusses the main actions to combat antisemitism taken during this period by the Organization for Security and Cooperation in Europe, the European Union, and the UN, as well as some undertakings of international diplomacy. Notes some progress in this direction: at the turn of the millennium, governments were reluctant to even recognize that antisemitism was once again growing; they could see only the antisemitism of the far right, which was in retreat, and neglected that of the left or of Islamism, which was ascending. Now they have recognized growing antisemitism and its danger to society and have legislated against incitement to antisemitism, including Holocaust denial. However, many states are still unable or unwilling to submit data on antisemitism for annual OSCE reports; many states are incapable of measuring antisemitism or of separating it from other "hate crimes".
