Abstract:
Examines the anti-Polish and anti-Jewish policies of the first chiefs of civil administration (Chefs der Zivilverwaltung, CdZ) who entered Poland in early September 1939, and toward the end of September were replaced by CdZ of the "second wave". Argues that far from being humble clerks or even bystanders in comparison with their successors (like notorious Nazi fanatics and criminals Hans Frank and Arthur Greiser), the "first wave" CdZ - Heinz Jost, Fritz Herrmann, Harry von Craushaar, Hans Rüdiger, Gottlob Dill, Otto Fitzner, and others - in fact played a crucial role in early organized measures against the local population. They prepared the ground for mass expulsions of Poles and the exclusion of Jews from the economy, and in some cases carried out murders of Jews and Poles. None of them were tried for their crimes.
