Abstract:
There are nearly one million young adults, ages 18 to 24, living in Israel. This period of life, “emerging adulthood,” is characterized by exploring and sometimes by confusion, self-searching and uncertainty. The study focuses on one of the most vulnerable groups in this age span – disengaged young adults who are not in education, employed or in training (NEETs). The data used in this study are from two national surveys conducted by the Central Bureau of Statistics in 2016: Labour Force Survey and Social Survey. These surveys collected data on samples that represent the general adolescent population in Israel. For the purpose of this study the data collected for 32,842 young adults, ages 18–24 were analyzed. The findings show that NEETs comprise some 20% of Israel’s young adults, with a particularly high proportion among women and Arabs. The findings demonstrate that NEETs are a heterogeneous group in terms of vulnerability. They are differentiated from one another by the resources available to them to change their status, which determine whether it will be temporary or long-term. The multiple factors identified in the study as leading to disengagement emphasize the importance that this diversity has in designing policy and interventions to improve both the functioning of these young adults and their future.
