Abstract:
Emphasizes that neither Nicholas II nor his ministers prepared or led the pogroms in 1905-06, even though they were accused of this by contemporaries and continue to be blamed by historians. The well-known antisemitism of the Tsar and of much of the ruling elite, however, did inspire spontaneous antisemitic (as well as anti-intelligentsia and anti-Armenian) actions. Local authorities were sometimes responsible for instigating, or failing to control, pogroms. The Tsar, however, did tend toward leniency in punishing the participants in pogroms.
