Abstract:
Discusses the attempts of German-Jewish organizations to plan and implement the emigration of Jews between 1933-39. The aim of their policy was to prevent panic among German Jews, and to encourage both the countries of destination and the Nazi authorities to cooperate. Palestine was an important destination until 1935, when a limit was set on immigration. Between 1935-38, attempts were made to settle Jews outside Europe; professional and linguistic training schemes were established. After the "Kristallnacht" pogrom in 1938, panic emigration ensued, brutally encouraged by the Nazis. Despite their ultimate failure, those implementing the planned emigration policy were successful in managing emergency funds to maximize emigration, in ensuring that much emigration went outside Europe, and in using the Transfer Agreement money to encourage Jewish development in Palestine.
