Abstract:
Contends that extradition is the most effective means to ensure that deported war criminals will be brought to trial. In contrast to the stringent denaturalization procedures, in extradition proceedings the government need only show that criminal charges relating to a crime specified in the extradition treaty have been filed, and determine the identity of the criminal and that there is probable cause to believe he committed the crime. Discusses the use of extradition proceedings in the cases of Hermine Braunsteiner-Ryan, the concentration camp guard who served in Majdanek and Ravensbrück, extradited to West Germany in 1973; Andrija Artuković, former Croatian Minister for Internal Affairs, who entered the U.S. illegally in 1948 and who was extradited to Yugoslavia in 1984; John Demjanjuk, who was extradited to Israel in 1986.
