Abstract: Argues that, despite widespread legends to the contrary, neither the U.S. government nor U.S. Jewry, at least before 1944, could do anything to rescue the Jews of Europe. Stephen Wise refrained from publishing Gerhart Riegner's dispatch, first because its information looked unreliable, and second because it was incorrect to pressure the U.S. government at a time when the war was not going well for the Allies. Casts doubts on the view that the War Refugee Board was instrumental in the rescue of Budapest Jews, noting that Horthy's order to stop the deportations in July 1944 was motivated by political considerations rather than warnings from the USA or other countries. See the reactions to this article by Rafael Medoff, Alexander J. Groth, and Michael J. Cohen, all of them critical of Bauer's stance.
