Abstract:
Analyzes the extent of Hitler's responsibility for policy decisions regarding the Jews. In contrast to the views of functionalist historians like Schleunes, Broszat, and Mommsen, presents Hitler as the source of Nazi policy which was merely interpreted and executed by his subordinates. While Hitler generally did not enter into administrative details, antisemitic policy was so important that he reserved the final decision for himself, even in cases involving individuals (such as the status of Mischlinge). Gives examples of measures initiated by Hitler. On occasion he refused to yield to pressure to radicalize antisemitic policies which might have led to violence, administrative difficulties, or adverse foreign reactions. However, this did not indicate moderation but rather his preference for a more radical "scientific", and long-term solution - total elimination of the Jews.
