Abstract:
Discusses the question whether Stolypin, the Russian Minister of Internal Affairs and Prime Minister from 1906-11, was an antisemite. Arguing against A. Likhomanov's article "I.Ya. Gurlyand I yevreiskii vopros v Rossii" [in "Vestnik Yevreiskovo Universiteta v Moskve" 4 (1993)], contends that Stolypin was not an antisemite, but he was moderate and a cautious politician who could not venture such a radical move as abolition of the Pale of Settlement in Russia. Being a monarchist, he could not undertake a measure that could displease the Tsar. His close adviser, I.Ya. Gurlyand (an apostate Jew), was indeed harshly antisemitic, as manifested in a memo written sometime between 1907-12, and in two brochures published under the pen-name "Vasilev" in 1907. Although his adviser's views were much more rightist than his own, Stolypin maintained a friendship with Gurlyand, whom he most probably considered as bridging a gap between the moderate minister and his extremely conservative surroundings.
