Abstract:
A revised version of a paper presented at the conference "The Final Solution: Origins and Implementation", London, January 1992. Contends that in 1939 top Nazis interpreted the "final solution of the Jewish question" not as physical extermination, but only as pressuring all the Jews to leave Germany and resettle somewhere else in the world, mainly in colonial territories. Many foreign countries (such as Britain and France) were ready to help Germany in this enterprise; others (like Poland) contemplated joining the venture. Negotiations began between George Rublee from the Intergovernment Committee on Refugees and Schacht (who was later replaced by Wohlthat from Göring's office) on the issue of "orderly migration" of the German Jews; the memorandum of an agreement was ready in February 1939. The preparations for war turned the plans of "orderly migration" into a phantom.
