Abstract:
Surveys the anti-Jewish policies of Tsar Nicholas I, especially his decree of 1843 expelling Jews from the border area with Prussia. In 1846 Moses Montefiore visited Russia in an attempt to have the decree repealed, but to no avail. The Tsar and his ministers did not conceal their hostility toward the Jews and their determination to put an end to the Jews' traditional way of life. In 1872 Montefiore went to Russia to thank Tsar Alexander II for alleviating the situation of the Jews. However, both visits did not really help the plight of the Jews.
