Abstract:
In the “Jewish Statute” promulgated in 1804 by Tsar Alexander I, the province of Astrakhan and the whole of the northern Caucasus were added to the regions open to Jews. Other peripheral regions annexed by Russia had been opened to the Jews previously, as a way to prevent them from settling in "Mother Russia". The permission for Jews to live in the peripheries was also meant to gradually lead the Jews to convert to Christianity,
